Adoption of children from foster care and international adoptions have accelerated since 1987. Federal policy changes have markedly increased the termination of parental rights and adoption of children in foster care. Adoption by relatives and single parents has also grown markedly. Open adoption is increasingly normative. Adoption outcomes are generally positive although there is substantial call for post-adoption support for children adopted from foster care. These services are emerging but their efficacy is still untested. More work is needed on post-adoption services because there are now more former foster children in post-adoption status than there are children in foster care.

A history of transracial and intercountry adoptions in the United States is briefly provided as well as highlights trends, demographics, practices, and policies that have evolved as families have become more diverse. The current prevalence of intercountry and transracial adoptions in the United States is examined as well as the impact of policy changes in the United States and abroad on rates of intercountry adoption. Additionally, the challenges that have emerged for children adopted transracially and from abroad, as well as for their adoptive families, are reviewed. These include navigating ethnic and racial identity formation, cultural sensitivity, and challenging behaviors. Finally, future directions for social work practice, research, and policy are explored, and implications are provided for social workers intervening with families who have adopted children transracially or internationally. Specifically, adoption-competent professionals should also integrate cultural humility and competence into their therapeutic work with adoptive children and families. Implications for research in the conclusion focus on expanding prior studies on intercountry and transracial adoptions to incorporate racial and ethnic groups underrepresented in the literature. Policy implications include increasing access and funding for post-adoption services for all adoptive families.

The practice of intercountry adoption is first considered from a historical framework, beginning with World War II, to other conflicts throughout the 20th and 21st centuries. In this historical overview, factors that contributed to the rise of the global circulation of children for adoption in the 20th century are discussed, as well as efforts for reform in the 21st century in response to problems of abuse, fraud, and exploitation and the development of policies to regulate intercountry adoption and ultimately protect children. Specifically, The Hague Convention on Intercountry Adoption is presented from a social justice perspective, using Guatemala as a case example, as well as relevant U.S. policies regulating intercountry adoption practices. Finally, direct practice considerations for social workers are discussed. These include pre- and post-adoption issues to support families and children through the intercountry adoption process and across the child’s lifespan with considerations for trans-racial adoptions and the unique child-family support issues. In conclusion, the significant decline in the practice is reflected upon pragmatically; the need for true reform in the practice is necessary to preserve intercountry adoption for orphaned and vulnerable children.

Transnational adoption from Asia began in the 1950s as an institutionalized practice. Since, hundreds of thousands of young people from countries such as South Korea, China, India, Vietnam, and the Philippines have been adopted and raised primarily in white families in places like the United States, Canada, and Australia but also Scandinavian countries and countries in western Europe. What began as a relief program for multiracial “war orphans” in South Korea has blossomed considerably and affects countries and people around the world; transnational adoption has become a popular industry that targets young people in countries including Guatemala, Brazil, Ethiopia, Nigeria, Haiti, and Russia. Today, transnational adoption continues to be a lucrative industry, though the practice seems to be dwindling in popularity and certain “sending nations” have recently declared its abolition (i.e., Ethiopia in 2017). The United States is by far the most prolific “receiving nation,” and is implicated as one of the greatest instigators, given that nation’s military presence in places such as South Korea and Vietnam in and around the years that transnational adoption expanded from those countries. While not nearly as many Canadians (in comparison to Americans) adopt from countries in Asia, adoptees raised in that country have unique experiences mainly due to vastly distinctive regionalism, that makes, for instance, the identities of Asian/Québécois adoptees uniquely precarious. Mexico is considered a “sending nation,” and since race and class factors rarely see young people both immigrating and migrating from the same nation under the auspices of transnational adoption (though it is not always the case; see, e.g., the United States’ history of sending black children for adoption to various European nations), it is mostly not included in conversations about transnational Asian/North American adoption. For decades, literature about transnational Asian/American adoption centered on adoptive parents, social workers, and pro-adoption activists. In the 1990s, Asian adoptees around the world began to recount their experiences of racial and cultural alienation, among other things, in life writing and poetry. Adoptees in North America were no exception. Asian/North American authors (as well as non-Asian writers) began exploring these subjectivities, too, usually in the context of examining racial, cultural, and national issues related to other Asian/North American subjects who were not subjects experienced. Across most of these representations—by adoptees and non-adoptees alike—the theme of personal and collective history is a notable focus, and adoptees are imagined as another meaningful example of the paradoxical and complex ways Asian/North Americans’ paper histories, immigration rights, and so-called model minorityhood have been levied. Transnational Asian/North American adoption continues to be a topic of fascination for so many writers and audiences and these representations cross genres, aesthetic modes, and narrative styles.

Although the year 2000 marked the first time U.S. citizens were allowed to report more than one race in the Census, multiraciality and multiethnicity are certainly not new in the United States or globally. The history of multiracial America is inextricably linked to its history of immigration, slavery, racism, and the very construction of single-race identities as master statuses during colonialism. Who is multiracial, as well as the idea that such an identity or population can or should exist, is highly complex and has shifted along with societal attitudes and laws governing race identity options and the sanctioning of multiracial families through marriage and adoption. The understanding in the early 21st century of this growing multiracial population is mired in this history, but also idealized as proof of a new and possibly “postrace” America. To examine multiraciality, this entry begins by defining root concepts including race, ethnicity, nationality, and culture to then examine and define multiraciality. This entry will include a brief historical discussion of multiraciality in the United States and will also explore demographic and health trends using such statistics as are available and examine identified risks, disparities, strengths, and resiliencies among this diverse population. Effective and ethical social-work practices with multiracial persons require expansion beyond the black–white dichotomy and monocentric paradigm of race to consider both strengths and vulnerabilities navigated by the increasing number of persons and families who identify as multiracial and multiethnic. Approaches to social work that promote multiracially attuned practices and engagement of the diverse resources for various communities of multiracial persons and families conclude this entry.

Asian American children’s literature includes books of many different genres that depict some aspect of the Asian diaspora. In total, the books should depict the breadth and depth of Asian diasporic experiences. Children’s books published in the early 20th century include mostly folktales, while books published after the 1965 Immigration Act tend to include contemporary fiction, poetry, and biographies. They address topics such as immigration and acculturation as well as capture landmark moments and experiences in Asian American history, such as the incarceration of Japanese Americans during World War II and the transnational, transracial adoption of Asian children to the United States. Books published at the turn of the 20th century have broached newer topics, such as mixed-race identities, and are written in a variety of genres including fantasy. As noted by the Cooperative Children’s Book Center, the number of books by and/or about Asian Americans published is disproportionate to the total number of books published each year and to the population of Asians in the Americas. Also some Asian American writers continue to publish on topics unrelated to their identities. Academic researchers, practitioners, and writers have addressed various aspects of how this body of literature represents Asian Americans, mostly noting distortions and erasure and offering suggestions for improvement, emerging topics, and engagement with young people.
Although Americans have adopted and continue to adopt children from all over the world, Asian minors have immigrated and joined American families in the greatest numbers and most shaped our collective understanding of the process and experiences of adoption. The movement and integration of infants and youths from Japan, the Philippines, India, Vietnam, Korea, and China (the most common sending nations in the region) since the 1940s have not only altered the composition and conception of the American family but also reflected and reinforced the complexities of U.S. relations with and actions in Asia. In tracing the history of Asian international adoption, we can undercover shifting ideas of race and national belonging. The subject enriches the fields of Asian American and immigration history.
