Candidates and Voting Choice

The role of candidates in shaping voting choice has generated much research—and at least as much controversy—since modern electoral behavior research began in the 1960s. Much of the controversy surrounds the personalization of politics and whether political systems—and especially parliamentary systems—are becoming more leader-oriented. Three fundamental changes in electoral behavior underpin the study of candidates and voting choice behavior: the declining impact of social structure on the vote; partisan dealignment, with voters drifting away from their traditional party attachments; and the decline in the mass memberships of political parties. Researchers argue that because of these changes, fostered by the growth of television, candidates have assumed a greater role in structuring the vote. While there is impressionistic evidence that leaders have become more important, empirical evidence of an underlying change in voter behavior is more difficult to identify. Accordingly, this essay focuses mainly on changes in the political context within which candidates operate, since we expect this to be the source of any change. The design of political institutions shapes the level of attention that candidates receive, and that is especially the case with electoral systems. Electoral systems with fewer parties are more likely to focus voters’ attentions on candidates when compared to systems with larger numbers of parties. Weak party organizations coupled with partisan dealignment within the electorate can also alter the role and profile of candidates, although their impact is difficult to quantify. Changes in the mass media—and particularly the advent of television in the 1960s and the visual images on which it relies—are often viewed as the major cause of the personalization of politics. A new disruptive technology, the Internet, looks likely to stimulate additional political change for candidates and voting in the 21st century. Finally, what voters look for in their candidates appears to be stable both over time and cross-nationally and can be reduced to two overarching qualities: character and competence.

Arrow’s Theorem

Kenneth Arrow’s “impossibility” theorem is rightly considered to be a landmark result in economic theory. It is a far-reaching result with implications not just for economics but for political science, philosophy, and many other fields. It has inspired an enormous literature, “social choice theory,” which lies on the interface of economics, politics, and philosophy. Arrow first proved the impossibility theorem in his doctoral dissertation—Social Choice and Individual Values—published in 1951. It is a remarkable result, and had Arrow not proved it, it is unlikely that the theorem would be known today. A social choice is simply a choice made by, or on behalf of, a group of people. Arrow’s theorem is concerned more specifically with the following problem. Suppose that we have a given set of options to choose from and that each member of a group of individuals has his or her own preference over these options. By what method should we construct a single ranking of the options for the group as a whole? Any such method may be represented mathematically by a “social welfare function.” This is a function that receives as its input the preference ordering of each individual and then generates as its output a social preference ordering. Arrow defined some properties that would seem to be essential to any reasonable social welfare function. These properties are called “unrestricted domain,” “weak Pareto,” “independence of irrelevant alternatives,” and “non-dictatorship.” Each of these properties, when taken alone, does appear to be very necessary indeed. Yet, Arrow proved that these properties are in fact mutually incompatible. This troubling fact has been central to the study of social choice ever since.

Voting Choice and Rational Choice

Rational choice theory may seem like a separate theoretical approach with its own forbidding mathematics. However, the central assumptions of rational choice theory are very similar to those in mainstream political behavior and even interpretive sociology. Indeed, many of the statistical methods used in empirical political behavior assume axiomatic models of voter choice. When we consider individual voting behavior, the contribution of rational choice has been to formalize what empirical political scientists do anyway, and provide some new tools. However, it is when we consider collective voting choice—what elections mean and what kind of policy outcomes result—that rational choice leads to new, counterintuitive insights. Rational choice also has a normative dimension. Without voter rationality the traditional understanding of democracy as popular choice makes little sense.

The Ethics of Voting

The first question that is often raised in a discussion of the ethics of voting is whether or not there is a duty to vote. The view that there is a duty to vote is supported by two main arguments. The first holds that since the value of democratic governance is high persons should vote to preserve stable democracy. The second is that there is a duty to vote because if nobody voted the effects would be disastrous. The first of these arguments is criticized by Jason Brennan, who holds that since each individual vote will play little to no role in preserving stable democracy nobody has a duty to vote. The second is criticized by Loren Lomasky and Geoffrey Brennan, who argue that it is incomplete unless its supporters can show that democracy needs everyone to vote to continue. The question of whether there is a duty to vote naturally leads to the question of whether it is permissible for persons to vote in their own self-interest. Jason Brennan argues that persons should only (morally) vote for candidates or policies that they are justified in believing would promote the common good. It is unclear, however, what “the common good” consists of. This discussion of the morality of voting in one’s self-interest leads to the question of whether voting for a politician because she has made campaign promises is morally analogous to a voter selling her vote. In discussing this issue it is important to distinguish between the “restricted” defense of markets in votes (that the purchased votes are to be cast in favor of what the buyer is justified in believing is the common good) and the “unrestricted” defense of such a market (that purchased votes can be cast in any way the buyer pleases). Much of this discussion focuses on the morality of unrestricted markets in votes. Christopher Freiman has offered four main arguments in favor of such a market: (1) that it will make both the buyer and the seller better off; (2) that it is required by respect for voter liberty; (3) that it is relevantly similar to other practices that are currently allowed, such as logrolling; and (4) that it would enable electoral outcomes to better express voter preferences. None of these arguments are persuasive. The first is based on illicitly inferring from the claim that persons would voluntarily buy and sell votes if a market were allowed to the claim that they would thereby desire that this market be allowed. The second argument is flawed because if some persons would prefer that a market not be allowed, this could provide a sufficient reason to restrict their liberty by precluding them from selling their votes. The third argument overlooks important disanalogies between votes traded between voters, and votes traded between legislators. The fourth argument is based on the implausible assumption that vote sellers would not misrepresent their political preferences in a market for votes.

Electoral Choice and Religion: Turkey

With a conservative party in power since 2002 that has its roots in the pro-Islamist movement, the influence of religiosity upon party choice has attracted a lot of attention in the literature on Turkish elections and voting behavior. However, this literature uses measures of religiosity that change from one study to another and hence diagnosing trends over time or assessments concerning the influence of religiosity remains challenging. This article aims to first review the findings concerning the effect of religiosity upon party choice in Turkey. Second, using the Turkish Election Studies data for four general elections in the 2002–2015 period a unified comparable framework is adopted to evaluate the changing nature of the influence of religiosity upon party choice. The findings reached suggest that religiosity remains a potent variable in shaping party choice. However, over time and across parties its influence varies. A sectarian divide between the Sunni majority and the Alevi minority also appears to be useful especially differentiating the left-leaning main opposition party. This sectarian divide also seems to be shifting over time.

Affective Intelligence and Emotional Dynamics in Voters’ Decision-Making Processes

Affective intelligence theory offers a novel and systematic treatment on the impact of affective reactions on citizens’ information processes and political decisions based on neuroscience. Individuals have two distinct emotional systems that lead to two separate decision-making strategies. On the one hand, the disposition system, governed by enthusiasm and aversion, leads people to rely on habit or their sets of previously learned behaviors. On the other, the surveillance system is activated in novel or threating circumstances and is governed by anxiety. Once activated, anxiety leads individuals to seek for political information, break away from habitual political identifications, and consequently renders them more open to persuasion.

Electoral Choice and Religion: United States

Scholars have identified a variety of mechanisms through which religion could impact vote choice in the United States. Researchers have long recognized that, like other social identities, religion is an important factor in the development of party identification. In the United States, evangelical Protestants and highly committed members of other religious traditions tend to favor the Republican Party, while seculars and low-commitment members of other religious traditions tend to favor the Democratic Party. Religion also impacts views on a variety of issues, including abortion, social welfare policy, and foreign affairs. Under the right circumstances, religious voters may incorporate these policy positions into their vote choice. Finally, a growing body of research recognizes that voters use a candidate’s religious views as a heuristic to infer partisanship, ideology, competence, trustworthiness, and a variety of other traits. Given these numerous paths of influence, it is no surprise that researchers regularly find that religion is an important factor in electoral choice. Researchers have also identified a variety of ways in which religion can impact turnout, thereby creating a second means for religion to influence American elections. Religion helps in the development of social networks and civic skills, thus reducing the costs of political participation. Religion can also be a factor in the development of sociopsychological traits such as threat, thereby facilitating mobilization. By understanding the capacity of religion to impact both turnout and electoral choice, scholars can better understand the myriad ways in which religion influences elections in the United States.

Issue Voting: Modern and Classic Accounts

Political scientists have long assumed that issues were at the heart of vote choice and a causal determinant of it—that is, citizens came to politics with clear issue preferences and they voted for the party or candidate that best represented those interests. Many would say democracy demands this kind of link between issue preferences and vote choice. And yet, studies have consistently shown that surprisingly few voters measure up. Many voters know remarkably little about politics, including even basic facts about their own political system. They have little conception of issues, party, and candidate positions on those issues or how issues relate to one another as part of a coherent political ideology. As a result, they often have unstable and ephemeral preferences. Worse, among the fraction of voters who are engaged and well-informed, many appear susceptible to persuasion and possibly manipulation of their issue opinions from the media and their partisan leaders. This raises questions about the viability of representative democracy and, at its most pessimistic, the possibility that elites are largely free to pursue personal goals unchecked and independent of the public good. Some of the most innovative work on issue voting is focusing on partisan bias, including its limitations and how it relates to other social divisions. When mapped onto existing social divisions in society, such as those arising from race, religion, and immigration, issues can indeed matter for elections because they tap into and stimulate the same psychological and affective processes that make partisanship so powerful in the first place—in-group and out-group bias. Cross-national research has also increasingly pointed to the role of such issues as part of an emerging political cleavage related to globalization that is transforming elections and party systems across Europe and other postindustrial democracies. The causal determinants of issue voting is a promising avenue for future research.

Political Participation and Voting Relevant to Climate Change

Political participation on the issue of climate change can encompass many different forms of individual and collective actions designed to affect governmental policies. At the most basic level, issue-specific political participation occurs when individuals directly attempt to influence governmental actors or policies on climate change—most notably by voting, but also through donating money and communicating with public officials. These types of participation tend to be relatively rare, limited to a small subset of deeply committed individuals. In contrast, personal action on climate change is more widely dispersed, especially if one includes impact-oriented actions (e.g., actions that influence the environment but are primarily undertaken for other reasons, like convenience or saving money) rather than purely intention-based actions, which occur when individuals adopt behaviors with the goal of addressing climate change. Additionally, opportunities to engage in expressive participation, largely online, create new spaces for individuals to build networks to engage in political action, as well as potentially to reach unengaged groups that are less likely to seek out information on the issue. A number of forces can contribute to whether an individual chooses to participate on the issue of climate change. Individual characteristics, like perceptions of impersonal and personal risks associated with climate change, knowledge of the issues, and environmental values all tend to produce people more likely to participate—especially when these attitudes become part of an individual’s identity as an opinion leader or activist. As a global issue, social norms play a particularly powerful role; when individuals believe others support and are likely to take action themselves, it tends to foster a sense of efficacy that such behaviors will be effective in producing change. Individual choices about media sources also intersect with media coverage and framing of the issue to influence perceptions of the issue and likelihood of taking action. Such media framing can exacerbate or mitigate the heightened political polarization on the issue of climate change that has erected barriers to effective political action in many democratic societies in recent years, most notably in the United States. New forms of political participation may create opportunities to encourage more participation on the issue of climate change, but they also raise ethical questions about inequality and participatory divides that privilege some groups over others.

Enduring Questions and Unsatisfactory Answers About Direct Democracy

Direct democracy elections bring into sharp focus several enduring questions about the role of voters in elections. Questions of voter competence, majority rule, spending effects, and process concerns are all highlighted. Many of these questions form the basis of often very pointed debates within the literature. The study of direct democracy throws into sharp relief some of the most enduring questions relating to elections and electoral democracy. So far, however, the answers have not proved satisfying to many observers. In some cases, these debates have persisted despite an accumulation of empirical evidence that would seem to resolve the issues. Contrary to the claims of repeated criticisms, voters are capable of voting on ballot propositions in accord with their own interests and are supportive of the process as a means of making decisions. While direct democracy does have its flaws, the flaws identified by many critics are not really as damning as the critics would seem to believe. For whatever reason, however, the criticisms repeat.

Left-Right Orientations and Voting Behavior

One of the ways that citizens and elites orient themselves to politics is in reference to a Left-Right vocabulary. Left and Right, respectively, refer to a specific set of progressive and conservative policy preferences and political goals. Thus, Left-Right becomes a framework for positioning oneself, political figures, and political parties into a common framework. Most citizens identify themselves in Left-Right terms and their distribution of these orientations vary across nations. These orientations arise both from long-term societal influences and from the short-term issues of the day. Most people also place political parties in Left-Right terms. This leads citizens to use Left-Right comparisons as an important factor in their voting choice, although this impact varies considerably across nations. Most parties attract voters that broadly share their Left-Right orientations.

Heuristics and Biases in Political Decision Making

Heuristics have rapidly become a core concept in the study of political behavior. The term heuristic stems from the ancient Greek heuriskein, which means “to discover.” In psychology and political science, the term is used to describe cognitive shortcuts in decision making under uncertainty. The key idea is that decision makers with limited time, information, or resources use such shortcuts, thereby bypassing a certain amount of information to reach appropriate decisions. In this sense, heuristics contrast with classical rational choice. Using heuristics allows efficient decision making but can lead to biases, errors, and suboptimal decisions. Heuristics allow decision makers to draw inferences, to fill in information gaps, and to form an impression of the decision at hand. Indeed, they may be the only way to come to grips with uncertainty, especially when a decision is urgent. In political science, the concept of heuristics, originating in mathematics, economics, and psychology, has long been hailed as a possible remedy to citizens’ lack of political knowledge. Citizens participate in democratic decisions, but these decisions often pose high cognitive and informational demands. Ideally, citizens with little information about a political issue or about a candidate could use heuristics in order to reach decisions resembling those of their more well-informed peers. More recently, however, the possible biases introduced by reliance on heuristics, in particular partisan bias and a lack of consideration of different alternatives, has received more attention. Moreover, some studies show that heuristics can be used most efficiently by voters who are relatively well informed and highly interested in politics. The question of whether, or under which circumstances, heuristics can be a useful tool for democratic decision making has not yet been answered conclusively.

The Political Effects of Religious Cues

Religion is a central and comprehensive identity for billions of people all over the world. Politicians and other political actors recognize the vitality of religion and use it for political purposes, deliberately signaling religion, religiosity, or religious values and connecting them to political outcomes or behaviors in an effort to influence the political preferences of religious practitioners. The most efficient way to make the connection between religion and politics is through religious cues. Religious cues create information shortcuts linking religious identity or values with a political candidate or issue. Religious cues are used by political and religious actors in secular and religious contexts and are typically one of two general types: identity cues, which engage an individual’s religious identity and activate an in-group/out-group effect, and linkage cues, which link religious values or beliefs with an issue or candidate. Identity cues are particularly tricky to use in secular contexts because they have been shown to have strong alienating effects on nonreligious people, thereby defeating the intended purpose of the cue sender. For this reason, coded religious language called “implicit cues” is used with greater frequency in political discourse where only the religious cue receiver recognizes the religious cue for what it is. This strategy allows a political candidate to reap the benefits of the cue without risking alienation. While scholars have made substantial progress in using experimental methods to disentangle the ways religious cues influence political behavior, there is ample opportunity for more research exploring different types of religious cues and the way they interact with other forms of cues and identities. Furthermore, most of the research on religious cues has focused on Christian cues in the United States, and a more diverse range of religions and contexts should be explored to understand the way religious cues influence political behavior. Researchers should also expand the definition of “religious practitioners” to explore how religious cues influence the growing number of people who do not affiliate with a religion or engage in practices traditionally associated with religiosity but do identify as religious. This would help to expand conceptualization of political behavior to more accurately reflect lived political experiences. Embracing these opportunities will allow the scholarly community to gain a better understanding of the varied political dynamics of religious cueing, which offers insights into how fundamental identities and attitudes are linked, thereby shedding more light on the complex dynamics of political behavior.

Gender Stereotyping in Political Decision Making

Women are under-represented at every level of elected office in the United States. As of 2018, women held just under 20% of seats in Congress, 25% of state legislative seats across the country, only six women serve as governor, and, of course, a woman has yet to win the presidency. The political under-representation of women is not unique to the American context. Indeed, women’s under-representation is a feature of other Western Democracies. Even under the leadership of female prime ministers, women hold only 32% of seats in the United Kingdom parliament and 31% of seats in the German parliament. Conventional wisdom suggests that feminine stereotypes may disadvantage female candidates. Feminine stereotypes characterize women as sensitive, emotional, and weak, and these are qualities voters do not traditionally associate with political leadership. Rather, voters associate political leadership with masculine traits such as being tough, aggressive, or assertive. The extent to which voters use these stereotypes in political decision making in the American context is not entirely clear. There are three ways that feminine and masculine stereotypes can affect political decision making: candidate strategies, campaign news coverage, and vote choice decision. The alignment between masculine stereotypes and political leadership frequently pressures female candidates to emphasize masculine qualities over feminine qualities in campaign messages. Motivating these masculine messages is the perception that voters see female candidates as lacking the masculine qualities voters desire in political leaders. Male candidates, because of the alignment between masculinity and leadership roles, do not face this pressure. Female candidates will, however, highlight feminine stereotypes when these strategies will afford them a distinct electoral advantage. The use of masculinity in candidate strategy leads the news media, in turn, to use masculine stereotypes rather than feminine stereotypes in their coverage of both female and male candidates. The ways that candidates and the news media engage with gender stereotypes affects how voters use these concepts to form impressions of female and male candidates. Voters will use feminine stereotypes as heuristics to form impressions of the ideological and issue priorities of female candidates. Feminine stereotypes can hurt the electoral prospects of female candidates, but the negative effect of feminine stereotypes only occurs under a limited set of conditions. Voters will use feminine stereotypes to rate female candidates negatively when female candidates explicitly emphasize feminine qualities, such as being warm or compassionate, in campaign messages. But, voters respond positively to female candidates who emphasize positive masculine qualities. In sum, whether gender stereotypes affect voter decision-making depends on the extent to which voters see messages, either from campaigns or the news media, that reflect femininity or masculinity.

Party Identification and Its Implications

Early electoral research in the United States discovered the most important concept in the study of political behavior: party identification. Party identification is a long-term, affective attachment to one’s preferred political party. Cross-national research has found that these party identities are a potent cue in guiding the attitudes and behavior of the average person. Partisans tend to repeatedly support their preferred party, even when the candidates and the issues change. Party ties mobilize people to vote to support their party, and to work for the party during the campaign. And, given the limited information most people have about complex political issues, party ties provide a cue to what positions one should support. This review describes how the level of partisanship among contemporary publics varies across nations and across time, and how these patterns have significant implications for democracies today.

Voter Participation

Compared to other rich, capitalist democracies in the contemporary era, the United States has a record of low voter turnout. Even as the right to vote was finally won by African Americans and the Civil Rights Movement a century after racial discrimination in voting was formally banned by the Civil War Amendments, voter turnout has failed to reach levels achieved in the late nineteenth century. Scholars offer two strong explanations for this. Some argue that the voting process has been encumbered by procedures that make actual voting difficult. Others favor an alternative explanation that voters must be mobilized by political parties and other activist groups. The dynamic interplay of electoral rules and political action have mobilized and demobilized the American electorate since the 1970s. Recent collective initiatives of social work faculty and practitioners in promoting nonpartisan voter registration campaigns are central to social work’s core values and social justice mission.

Electoral Violence and Political Competition in Africa

Electoral violence in Africa has garnered a lot of attention in research on African politics. Violence can be the result of manipulation of the electoral process or a reaction to that manipulation. While there is an agreement to distinguish it from the wider political violence by its timing with elections and motivation to influence their outcome, the analysis of its types, content, and impacts varies. There are different assessments of whether repetition of elections reduces violence or not. Elections in Africa are more often marred with violence than elections in other continents, but there is lots of variation between African countries, within countries, and even from one election to another. In addition to well-judged use and development of the existing datasets, qualitative methods and case studies are also needed. Much of the literature combines both approaches. In the analysis of the factors, causes, and contexts of electoral violence, researchers utilize distinct frameworks: emphasizing historical experiences of violence, patrimonial rule and the role of the “big man,” political economy of greed and grievance, as well as weak institutions and rule of law. All of them point to intensive competition for state power. Preelection violence often relates to the strategies of the government forces and their supporters using their powers to manipulate the process, while post-election riots typically follow in the form of spontaneous reactions among the ranks of the losing opposition. Elections are not a cause of the intensive power competition but a way to organize it. Thus, electoral violence is not an anomaly but rather a manifestation of the ongoing struggle for free and fair elections. It will be an issue for researchers and practitioners alike in the future as well.

LGBT People as a Relatively Politically Powerless Group

As a group engaged in struggles for representation and inclusion, lesbian, gay, bisexual, and transgender (LGBT) people have vied for access to social and political power. There is little dispute that LGBT people are a relatively powerless group in society, but the extent to which the group is powerless is subject to debate in political science. Scholars disagree over the extent of powerlessness because the definition of power is contested among political scientists. As such, scholars have examined the powerlessness of LGBT people in varying ways and reached different conclusions about the success the group has had in achieving rights and visibility. LGBT powerlessness emerges from the group’s status as sexual and gender minorities. Over time, the boundaries that constitute the group have shifted in response to power asymmetries between LGBT people and cisgender, heterosexuals who control access to political and social institutions. In addition, power asymmetries have emerged within the LGBT community at the intersection of race, class, and gender as well as across subgroups of the acronym LGBT. Thus, the distribution of power and powerlessness vary within the group as well as between the group and dominant groups in society. These within- and across-group variations in power shape LGBT group boundaries, representation and public opinion, and voting behavior. The powerlessness of LGBT people must be understood in relation to these contingencies that define the group’s boundaries, and the ways in which power is distributed within and across groups.

Voting in European Union Politics

Together, the European Parliament (EP) and the Council of the European Union form the bicameral legislature of the European Union (EU). However, as the analysis of voting behavior shows, decision-making is structured differently in the two institutions. In the EP, competition takes place between European party groups along a left-right and a rising pro-anti EU integration dimension. In the Council, ideology and party politics play a minor role. Voting behavior of ministers is determined by different national interests on an issue-by-issue basis. Furthermore, voting in the Council is dominated by the so-called culture of consensus. Despite the extension of qualified majority voting (QMV) to most areas of EU decision-making, many legislative proposals are adopted unanimously. Even if there is dissent, it is usually only one or two member states voting against the proposal. This makes it difficult to discover patterns of conflict and coalition formation through Council voting data. At the same time, consensus-seeking is something the Council and the EP have in common. In the EP, voting cohesion is high not only within groups but also in the EP plenary as a whole, with a grand coalition between Social Democrats and Conservatives forming frequently, often including the Liberals as well as parties on the left side of the political spectrum. Notwithstanding signs of a decline in consensual decision-making in the wake of the financial and the migration crisis, voting cohesion dominates within the Council and the EP, as well as across institutions in bicameral decision-making.

What Is Political Participation?

Vibrant democracies are characterized by a continuous expansion of the available forms of participation. This expansion has confronted many researchers with the dilemma of using either a dated conceptualization of participation and excluding many new modes of political action or stretching their concept to cover almost everything. Many newer, “creative,” “personalized,” and “individualized” modes of participation such as political consumption, street parties, or guerrilla gardening, are hard to define because they basically concern nonpolitical activities used for political purposes. Especially using internet-based technologies for these activities (“connective action”) makes it very difficult to recognize political participation. Social, societal, and political developments in democratic societies have made the search for a single encompassing definition of political participation obsolete. Therefore, an alternative approach is to integrate the core features of political participation in a conceptual map. Five modes cover the whole range of political participation systematically and efficiently, based on the locus (polity), targeting (government area or community problems), and circumstance (context or motivations) of these activities. While especially the rise of expressive modes of participation requires the inclusion of contextual information or the aims and goals of participants, attention is paid to the (dis)advantages of including these aspects as defining criteria for political participation. A conceptual map of political participation offers a comprehensive answer to the question “What is political participation?” without excluding future participatory innovations that are the hallmark of a vibrant democracy.
