Adoption: Lesbian and Gay Adoptive Parents

Adoption by lesbian and gay parents is becomingly increasingly common. This entry presents an overview of the limited research that has focused on lesbian and gay adoptive parents. Specifically, this entry addresses the experience of adoptive parenthood for lesbian and gay parents, with emphasis on the decision-making process (that is, choosing adoption, choosing an agency, choosing an adoption type, and specifying child characteristics), the transition to adoptive parenthood, the psychological adjustment of the adoptive parents and their children, and the adoptive parent–child relationship. We end with recommendations for future research and implications for practitioners and policymakers.

LGBTQ Psychology

LGBTQ (Lesbian, Gay, Bisexual, Transgender, and Queer) psychology is a loosely organized subfield of psychology. The field emerged, principally in the United States, in the late 1960s in concert with the de-pathologization of adult homosexuality in the Diagnostic and Statistical Manual of Mental Disorders. Over the decade of the 1970s, psychologists stopped researching adult lesbians and gay men as a psychiatric category and initiated new research on relationships, parenting, and the prejudice experienced by this stigmatized group. The HIV/AIDS epidemic lead this subfield to grow rapidly, to focus on men, to gain far wider engagement from mainstream psychologists, and to make health outcomes central to LGBTQ psychology’s raison d’etre. The 1990s were described as a period of “coming of age” as the field began to address bisexuality more directly, to internationalize, and to become more central to strategies in the United States to use psychological evidence to support the civil rights of minorities in court cases. The development of transgender-affirmative psychologies, a literature on the particular psychological issues of LGBTQ people of color in the United States, and an emphasis on the rights of same-gender couples to legal recognition of their relationships were new and prominent themes in the 21st-century literature. This subfield of psychology has been characterized by its historical emergence in the United States, a relative lack of attention to children, an urge to affirm under-represented groups by researching them, and a frustration that descriptive research does not always bring about the desired social transformations that motivate it.

Sexual Orientation

Sexual orientation is a multidimensional phenomenon involving a person’s sexual attraction, sexual behavior, and sexual orientation identity. Sexual orientation patterns may remain consistent or fluctuate over time. Although heterosexual attractions, behaviors, and identities appear to be the dominant manifestations of sexual orientation, other sexual expressions exist. The causes of sexual orientation are still not completely understood; however, evidence suggests that biological factors play a strong role. Sexual development is an important part of human development, and there are parallel and differing developmental tasks and trajectories for those who are heterosexual and those who are queer. Non-heterosexual sexualities are often stigmatized, which contributes to homophobia and heterosexism. There is a continuing history in the mental health professions of efforts to change the sexual orientation of people who are queer, despite evidence of harm and ethical mandates. Researchers and service providers should assess sexual orientation because it is one of many important characteristics in the lives of individuals.

Lesbian, Gay, Bisexual, and Transgender (LGBT) Families and Parenting

According to U.S. census data, an estimated 270,313 American children were living in households headed by same-sex couples in 2005, and nearly twice that number had a single lesbian or gay parent. Since the 1990s, a quiet revolution has been blooming in the lesbian, gay, bisexual, and transgender (LGBT) community. More and more lesbians and gay men from all walks of life are becoming parents. LGBT people become parents for some of the same reasons that heterosexual people do. Some pursue parenting as single people and others seek to create a family as a couple; still other LGBT people became parents in a heterosexual relationship. Although there are many common themes between LGBT parenting and heterosexual parenting, there are also some unique features. Unlike their heterosexual counterparts, who couple, get pregnant, and give birth, most LGBT individuals and couples who wish to parent must consider many other variables in deciding whether to become parents because the birth option is not the only option.

Queer Communities, LGBTQIA2S+ Populations, and Macro Practice

Related to understanding queer identities, an ongoing need exists for the expansion of competency among social workers across micro and macro practice frameworks. Practitioners must be aware of their own positionality and use of cultural humility associated with practice and advocacy for lesbian, gay, bisexual, transgender, queer, intersex, asexual, and two-spirit+ (LGBTQIA2S+) communities, which include those identifying as demisexual, omnisexual, and pansexual, among others. Relatedly, social workers must be attentive to evolving terminology and contexts through which the term queer has been defined over the years, as well as relevant challenges with connectedness to (or separation from) the larger LGBTQIA2S+ community. Age cohort associations and the role of intersectionality also have relevance and underscore the multidimensional discourse necessary to develop effective competency and the ability to engage in affirming macro practice with queer communities. Social work practitioners must understand the implications for best practices associated with establishing and maintaining an affirming alliance with queer clients via policy practice efforts, advocacy efforts, community organizing, service provision, or therapeutic context. In addition, there remains a continued need for ongoing research associated with understanding the unique needs of queer identities and the queer community at large.

Social worker practitioners must understand the implications for best practices associated with establishing and maintaining an affirming therapeutic alliance with queer clients, as well as the continued need for research related to understanding the unique needs of queer identities and the queer community at-large.

Queer Studies in Critical and Cultural Communication

Queer studies in critical and cultural communication studies concerns itself with interrogating the symbolic and material manifestations of desires, sexualities, genders, and bodies in all manners of our lives, including public policy, everyday talk, protests and direct political actions, and media representations. Although the genealogy of this subfield often rehearses queer studies’ emergence as a point of radical rupture from previous theories and perspectives, another mapping of queer studies is possible if it is understood as an evolution of core questions at the heart of communication studies. Queer studies’ mode of inquiry generally involves a double gesture of identifying implicit and/or explicit biases of a communicative norm and promoting alternative ways of being in the world that do not comport with those norms. Indebted to and conversant with critical race, feminist, and lesbian gay, bisexual, and transgender studies, queer studies in critical and cultural communication studies occupies and contests the terrain of its own possibility in its attention to the intended and unintended consequences of privileging one set of cultural arrangements over another. Without any pure vantage point from which one may start or end a cultural analysis, communication scholars have embraced the contingencies afforded by queer studies to imagine otherwise the cultural legitimacy afforded to some bodies and not others; the necessity of sanctioning some sexual desires and not others; the intersectional affordances of sexuality, race, gender, ability, and class; more and less effective modes of dissent from the various normativities governing our behaviors and beliefs; and the necessity of memory politics and their pedagogical implications.

LGBTQ Politics in America since 1945

Since World War II, the United States has witnessed major changes in lesbian, gay, bisexual, transgender, and queer (LGBTQ) politics. Indeed, because the history of LGBTQ activism is almost entirely concentrated in the postwar years, the LGBTQ movement is typically said to have achieved rapid change in a short period of time. But if popular accounts characterize LGBTQ history as a straightforward narrative of progress, the reality is more complex. Postwar LGBTQ politics has been both diverse and divided, marked by differences of identity and ideology. At the same time, LGBTQ politics has been embedded in the contexts of state-building and the Cold War, the New Left and the New Right, the growth of neoliberalism, and the HIV/AIDS epidemic. As the field of LGBTQ history has grown, scholars have increasingly been able to place analyses of state regulation into conversation with community-based histories. Moving between such outside and inside perspectives helps to reveal how multiple modes of LGBTQ politics have shaped one another and how they have been interwoven with broader social change. Looking from the outside, it is apparent that LGBTQ politics has been catalyzed by exclusions from citizenship; from the inside, we can see that activists have responded to such exclusions in different ways, including both by seeking social inclusion and by rejecting assimilationist terms. Court rulings and the administration of law have run alongside the debates inside activist communities. Competing visions for LGBTQ politics have centered around both leftist and liberal agendas, as well as viewpoints shaped by race, gender, gender expression, and class.

LGBTQ Issues and US Foreign Relations

The impact of LGBTQ (lesbian, gay, bisexual, transgender, and queer) issues on U.S. foreign relations is an understudied area, and only a handful of historians have addressed these issues in articles and books. Encounters with unexpected and condemnable (to European eyes) sexual behaviors and gender comportment arose from the first European forays into North America. As such, subduing heterodox sexual and gender expression has always been part of the colonizing endeavor in the so-called New World, tied in with the mission of civilizing and Christianizing the indigenous peoples that was so central to the forging of the United States and pressing its territorial expansion across the continent. These same impulses accompanied the further U.S. accumulation of territory across the Pacific and the Caribbean in the late 19th century, and they persisted even longer and further afield in its citizens’ missionary endeavors across the globe. During the 20th century, as the state’s foreign policy apparatus grew in size and scope, so too did the notions of homosexuality and transgender identity solidify as widely recognizable identity categories in the United States. Thus, it is during the 20th and 21st centuries, with ever greater intensity as the decades progressed, that one finds important influences of homosexuality and gender diversity on U.S. foreign policy: in immigration policies dating back to the late 19th century, in the Lavender Scare that plagued the State Department during the Truman and Eisenhower presidencies, in more contemporary battles between religious conservatives and queer rights activists that have at times been exported to other countries, and in the increasing intersections of LGBTQ rights issues and the War on Terror that has been waged primarily in the Middle East since September 11, 2001.

LGBTQ History and Movements in Brazil

An Lesbian, Gay, Bisexual, Trans, Queer (LGBTQ) movement emerged in the late 1970s during the Brazilian military dictatorship (1964–1985), as the country slowly moved toward democracy. The “Homosexual Movement,” as it was called at the time, along with feminist and black organizations that formed during the same period, fought for an end to discrimination, equality, and full rights. Since then, LGBTQ activists have challenged stereotypes about lesbians, gay men, and trans people and won some important victories, such as same-sex marriage, legal recognition of trans people’s rights to legalize their gender identity, and constitutional protection against hate speech, although discrimination and violence against LGBTQ people is still widespread. The movement challenged traditional Catholic Church notions of homosexuality as a sin, medico-legal discourses that considered same-sex and nontraditional gender performances as sicknesses, conservative political ideologies that privileged the heteronormative family, and sectors of the Left that considered homosexuality a product of “bourgeois decadence.” Built upon a long history of resistance to impositions of compulsory heterosexuality and normative gender roles, lesbians, gay men, and trans people formed diverse communities during the second half of the 20th century that offered important support networks. They also appropriated public spaces for dissident sexualities and gender performances. Carnival became a privileged site for subverting traditional gender roles. Gay activists pushed the government to change initial conservative policies dealing with HIV/AIDS, and Brazil became an international model for effectively combating the disease. Lesbians fought within the feminist movement for acceptance and against social norms that marginalized them. Trans people gained considerable respect and certain rights. The LGBTQ movement remains diverse in practice, composition, and ideologies. A recent reactionary backlash, which has united conservative Catholics, evangelical Christians, and right-wing political forces, is trying to undo the advances made since the late 1970s in favor of social toleration, respect, and equality.

Sexual Orientation (LGBTQ+) Issues in I&O Psychology

People who identify as sexual and gender minorities (SGMs), such as those who are lesbian, gay, bisexual, transgender, intersex, or queer (LGBTIQ), are an increasingly visible and vital segment of the work force. This community has begun to attract the attention of organizational decision-makers and practitioners who recognize the value that SGM inclusion has on “bottom-line” outcomes and acknowledge the moral imperative of creating equitable and inclusive workplaces. Although still under-researched, scholars have begun to theorize and empirically study the work experiences of SGM individuals. Much of the research in this area calls attention to the formal discrimination in hiring, promotions, and leadership evaluations as well as interpersonal discrimination in the form of harassment and microaggressions that SGM employees experience. These types of discrimination are most often predicted by others’ sexual prejudice and traditional gender-role stereotypes regarding people and jobs, and are more likely to be enacted by men. Because SGM status is often concealable, some SGM employees manage their identity as one way to avoid direct discrimination. Research examining workers’ decisions and disclosing, concealing, and otherwise managing their SGM identity at work finds that SGM employees who hold favorable perceptions of their own identity and anticipate favorable reactions from others are more likely to disclose at work. Fortunately, not all experiences that SGMs have at work are negative. Many straight or cisgender employees befriend, support, and actively advocate for their SGM colleagues. This support and allyship, along with organizational factors, such as antidiscrimination policies and favorable climates for SGM diversity, are related to positive outcomes for individuals and organizations. Also of note is that these workplace experiences of SGM individuals occur within a broader social context that includes societal attitudes and legal/regulatory mechanisms.

Theoretical Perspectives on LGBTQ Movements

The field of empirical scholarship on lesbian, gay, bisexual, transgender, and queer (LGBTQ) political and social movements that developed in the late twentieth and early twenty-first century has much to contribute to analysis of these movements and their political and cultural contexts. Empirical studies have examined LGBTQ movements in comparison to other types of social movements, finding similarities and alliances as well as distinctive elements. We have learned how LGBTQ movements operate in different global and local contexts, as well as how they interact with different kinds of political systems. Scholars have studied how broader social attitudes have evolved and responded to LGBTQ movements, and the way that backlash to these movements operate in different times and places. At the same time, the theoretical literature that grounds and interprets these studies contributes not just to the epistemology of social movements, but to understandings of the purposes of social and political theorizing. Scholars have examined the utility of different frameworks for understanding social movement organizing, such as the use of civil rights, human rights, and sexual citizenship frameworks. Scholars from the social sciences and humanities have at times brought different theoretical approaches to bear on our understanding of LGBTQ movements, evident in different perspectives regarding the theory of homonationalism. Among the exciting intellectual developments of the late 20th and early 21st century is the burgeoning field of trans studies and trans theory, of social and political theory informed by Global South and Indigenous perspectives, and from the queer of color critique literature.

Queer Intercultural Communication

Queer intercultural communication is an emerging and vibrant area of the communication discipline. The examination of this developing area of inquiry, the preliminary mapping of the field of queer intercultural communication, and its potential guidelines for future research deserve our attention. To do so, there are three sections for examination. First is an integrative view of queer intercultural communication by identifying fundamental components of its major contexts—macro, meso, and micro—and a model for understanding this research. Second is the exploration and examination of these major contexts in terms of theoretical, methodological, and political issues and concerns. Last are potential guidelines for research in queer intercultural communication.

LGBT Discrimination, Subnational Public Policy, and Law in the United States

LGBT people in the United States continue to experience discrimination because of their sexual orientation and gender identity, despite increasing acceptance of LGBT people and legal recognition of marriage for same-sex couples nationwide. This ongoing discrimination can lead to under- and unemployment, resulting in socioeconomic disparities for LGBT people. In addition, empirical research has linked LGBT health disparities, including disparities in health-related risk factors, to experiences of stigma and discrimination. Currently, federal statutes in the United States do not prohibit discrimination based on sexual orientation or gender identity in employment, housing, or public accommodations, leaving regulation in this area primarily to state and local governments. This creates a limited and uneven patchwork of protections from discrimination against LGBT people across the country. Despite public support for LGBT-inclusive non-discrimination laws across the country, in 28 states there are no statewide statutory protections for LGBT people in employment, housing, or public accommodations. To date, only 20 states and the District of Columbia have enacted comprehensive non-discrimination statutes that expressly prohibit discrimination based on both sexual orientation and gender identity in all three of these areas. One additional state has statutes that prohibit sexual orientation discrimination, but not gender identity discrimination, in these areas. One other state prohibits discrimination based on sexual orientation and gender identity in employment and housing, but not in public accommodations. In states without statutes that prohibit discrimination based on sexual orientation and/or gender identity, there are other policies that afford LGBT people at least some limited protections from discrimination. In some of these states, state executive branch officials have expanded non-discrimination protections for LGBT people under their executive or agency powers. For example, in three states, state government agencies have expanded broad protections from sexual orientation or gender identity discrimination through administrative regulations. And, in 12 states without statutes prohibiting discrimination against LGBT people, governors have issued executive orders that protect state government employees (and sometimes employees of state government contractors) from discrimination based on sexual orientation and gender identity. In addition, local government ordinances provide another source of protection from discrimination; however, these laws are generally unenforceable in court and provide much more limited remedies than statewide non-discrimination statutes. In recent years, lawmakers have increasingly attempted to limit the reach of state and local non-discrimination laws, which can leave LGBT people vulnerable to discrimination. For example, some states have passed laws allowing religiously motivated discrimination and others have passed laws prohibiting local governments from enacting their own non-discrimination ordinances that are broader than state non-discrimination laws. While most of these bills have not passed, the recent increase in the introduction of these measures suggests that state legislatures will continue to consider rolling back non-discrimination protections for LGBT people in the coming years. Continued efforts are required at both the state and federal levels to ensure that LGBT people are fully protected from discrimination based on their sexual orientation and gender identity throughout the United States, including federal legislation and statewide bills in over half the states.

Executives, Executive Politics, and the LGBTQ Community

Executives in the United States influence politics and policies involving the lesbian, gay, bisexual, transgender, and queer (LGBTQ) community. While this is more of a modern phenomenon, presidents and governors actively shape politics that directly influence the community. This allows executives to set the tone of discourse and the eventual result of LGBTQ politics. Most presidents in modern times shaped debate surrounding LGBTQ rights in a positive light, but President Trump’s tone and policies go against recent trends. Executives on every level of government can shape, and have shaped, LGBTQ politics using formal powers, such as executive orders, administrative orders, directives, memorandums, and councils. The various executive documents allow executives to directly set policy through orders or to provide guiding philosophy for how policy should operate. Councils and advisory boards inform executives by providing expertise that executives need to create sound policy. Executives rely on each of the policymaking tools to varying degrees, but all presidents and governors have the ability to use the powers. One often ignored way executives influence policy is by setting the agenda by “going public” to bring the issue to everyday citizens. Executives have shaped many policies that directly affect the LGBTQ community, but three policy areas deserve special focus: the ban on gay and transgender service members in the military, the HIV/AIDS epidemic, and nondiscrimination protections. In each of these cases, multiple executives have stepped in to shape policy and enforcement of regulations. In some cases, this is for the better. For instance, nondiscrimination policies came about in many states using gubernatorial executive orders. In other situations, executive action, or inaction, worked to the detriment of LGBTQ individuals, such as the failure of the Reagan administration to respond to the HIV/AIDS crisis. Executives have influenced policy and implementation of policies since the 1970s. This influence is likely to continue for decades to come, not just with these issues, but in many policy areas that affect the lives of LGBTQ individuals.

LGBTQI Rights and Sub-Saharan Africa

In recent decades, the efflorescence of lesbian, gay, bisexual, transgender, and intersex (LGBTI) movements has created powerful inroads for sexual rights in many parts of sub-Saharan Africa. While conditions for LGBTI people vary considerably between and within countries, activists across the region are reshaping political, legal, and social understandings of gender and sexuality through their advocacy, both by seizing opportunities and navigating periods of backlash and repression. Over the years, activists have established domestic movements and have expanded their reach to articulate demands in regional and international forums. Their work has challenged the universality of models developed in other parts of the globe and has generated new tactics to respond to religious, familial, and state-sponsored prejudice. At the same time, questions of representativeness, accountability, and strategy have been raised by constituencies and longtime activists alike, inviting critical assessments of movement politics in the region.

LGBT People in Prison: Management Strategies, Human Rights Violations, and Political Mobilization

In the 21st century, an unprecedented rise in the visibility of and social acceptance for lesbian, gay, bisexual, and transgender (LGBT) people has been accompanied by exponential growth in scholarship on LGBT people generally and their experiences in diverse communities and institutional contexts in the United States and around the globe. A growing body of literature draws on first-person accounts, qualitative analyses, and statistical assessments to understand how and why LGBT people end up in prisons and other types of lock-up facilities, as well as how they experience being imprisoned and the collateral consequences of those experiences. Scholarship in this body of work focuses on (a) the range of abuses inflicted on LGBT prisoners by other prisoners and state officials alike, including mistreatment now widely recognized as human rights violations; (b) the variety of ways LGBT people are managed by prison officials, in the first instance whether their housing arrangements in prison are integrationist, segregationist, and/or some combination of both, including the temporary and permanent isolation of LGBT prisoners; and (c) the range of types of political mobilization that expose the status quo as unacceptable, define, and document the treatment of LGBT people behind bars as human rights violations, demand change, and advocate new policies and practices related to the carceral state’s treatment of LGBT people in the United States and across the globe. The study of LGBT people in prisons and other detention facilities is compatible with larger calls for the inclusion of sexual orientation, gender identity, and gender expression in criminology and criminal justice research by advancing theoretical and empirical understandings of LGBT populations as they interact with the criminal justice system, and by incorporating this knowledge into broader criminological conversations.

Lesbian Poetics

Inspired by women’s emotional and sexual desires, lesbian poetics offers a passionate and lyrical tradition of prose, poetry, experimental literatures, and critical analysis that both celebrate women’s relationships to women and consider the patriarchal, heteronormative pressures that have silenced lesbian art and expression in dominant cultures. As an aesthetics addressed to women by women, lesbian poetics combines art and politics as an aesthetic practice that expresses fervor, devotion, passion, resentment, and a sense of pushing back against oppressive institutions. Emerging during the second wave of feminist activism in the 1960s and 1970s, the work of such writers as Rita Mae Brown, Monique Wittig, Adrienne Rich, Audre Lorde, Nicole Brossard, Judy Grahn, Dionne Brand, Olga Broumas and others linked a specifically lesbian aesthetics of cultural critique simultaneously to the investments of the women’s movement and to a more overt declaration of the presence and power of lesbian desire. Inheriting a tradition of modernist lesbian expression from such writers as Natalie Barney, Virginia Woolf, Gertrude Stein, Sidonie-Gabrielle Colette, Djuna Barnes, Radclyffe Hall, and Violette Leduc, the lesbian writers from the latter part of the twentieth century more openly celebrated a specifically lesbian set of aesthetic and cultural concerns, extolling lesbian existence and developing modes of narrative, poetics, and criticism that combined lyricism, a consciousness of struggle, and an expansion of the possibilities of literary forms as a means for proclaiming lesbian intensity and liberation. Ever mindful of both the women’s community and the pleasures of broad connection, lesbian poetics avoided iterating the limiting binaries that sustained heteronormative ways of thinking, offering instead multiplicity, diversity, and a variety of new ways of thinking and expressing the ardent, erotic, and communal relations among women.

LGBT Military Service Policies in the United States

For most of its history, the U.S. military has maintained a policy of exclusion toward lesbian, gay, bisexual, and transgender (LGBT) people serving in uniform. The justifications for these exclusions have included the view that being homosexual or transgender is a psychological disorder, that it undermines military morale and effectiveness, and a fear that LGBT people would be vulnerable to foreign espionage. Explicit policies banning consensual homosexual sex—and excluding from service those who engage in it—date to the period between World Wars I and II, but de facto efforts at exclusion have existed since the early days of the republic. Regulations governing homosexuals in the military came under pressure in the 1970s and 1980s as societal views toward lesbian, gay, and bisexual (LGB) people changed, and those LGB service members discharged under the policy increasingly challenged their treatment in court. (Public pressure to change regulations governing transgender people in the military arose mostly in the 2000s, though litigation efforts date to the 1970s.) In addition to general shifts in public and legal opinion, the debate over LGB people serving in the U.S. military was affected by the experience of foreign militaries that allow LGB people to serve. United States law began to loosen formal restrictions on LBG people serving in uniform with the passage of “Don’t Ask, Don’t Tell” (DADT) in 1994, but it still required LGB people to serve in secret. Changing public perceptions of LGB people and problems implementing the ban galvanized support for eliminating such restrictions.
