Summary

Juji Ishii is known as one of the fathers of child welfare in Japan. In 1887, he established the Okayama Orphanage, which was the first orphanage in Japan. Ishii introduced the cottage home system and vocational education for children. He also organized a school band and traveled around Japan and several other countries as a fundraising activity. Inspired by J. J. Rousseau’s book Emile, Ishii decided to establish a new community for parentless children in Chausubaru, his hometown. He acquired 500 acres of land for a farm and established an agricultural elementary school. Ishii died in 1914, after the community’s relocation to Chausubaru was completed, in 1912.
