This entry reviews the state of social work research from the appearance of the social work research overview in the previous encyclopedia to the early 2010s. Social work research is defined, and its purposes, contents, training, location, and auspices are briefly discussed. Continuing issues and developments, as well as the emerging developments of evidence-based practice, practice-based research, cultural competence, and international social work research, are featured.
The prevalent discourse about Roma community mainly occurs when the media reports “Roma problems.” Homogeneity, nomadism, and assumed innate characteristics (for example, laziness, aggressiveness, and lower intellectual abilities) are the most common myths about them. However, sociology recognizes Roma, Gypsies, Tzigany, Zigeuner, or Gitanos as one of the most oppressed, hated, and discriminated minority in all countries of their residence. This article discusses the multidimensional levels of discrimination of Roma minority from the perspective of their everyday life experience on a personal, cultural, and structural level. As Dominelli, Thompson, and Jones established, those are three crucial dimensions of recognizing the dynamic and rooted nature of discrimination.
This article examines the role of social workers in rural and remote areas of Australia. The uniqueness of Australia’s landscape, its vast distances, and sparse population base, create unique issues relating to service delivery in general and social work in particular. High levels of poverty, poorer health, lower socio-economic status, and an aging population base typify Australia’s remote areas. Despite these factors, inland regions of the country are subject to economic rationalist policies that make service access problematic. It is in these regions that rural and remote social workers practice. The article outlines the personal, practical, and professional challenges facing social workers and notes the unique opportunities available to workers who choose to live and work in these regions.
The risk of HIV infection looms large among male, female, and transgender sex workers in India. Several individual, sociocultural, and structural-environmental factors enhance the risk of HIV infection among sex workers by restricting their ability to engage in safer sexual practices with clients and/or intimate partners. While most HIV prevention programs and research focus on visible groups of women sex workers operating from brothels (Pardasani, 2005) and traditional sex workers, for example, Devadasis (Orchard, 2007); there is a whole subgroup of the sex worker population that remains invisible within HIV prevention programs, such as the male, female, and transgender sex workers operating from non-brothel-based settings. This paper provides an overview of the different types and contexts of sex work prevalent in Indian society, discusses the factors that increase a sex worker’s risk of HIV infection, describes the varied approaches to HIV prevention adopted by the existing HIV prevention programs for sex workers, discusses the limitations of the HIV prevention programs, and concludes with implications for social work practice and education.

The term social exclusion achieved widespread use in Europe from the late twentieth century. Its value as a concept that is different from poverty, with universal relevance, has since been debated. It is used in Western literature about international development, and some authors have linked it to the notion of capabilities. However, it is not widely used in the social work vocabulary. Conversely, the notion of social inclusion has gained in usage and application. This links with values that underlie promotion of empowerment and participation, whether of individuals, groups, or communities. Both terms are inextricably linked to the realities of inequalities within and between societies and to the principles of human rights and social justice that feature in the international definition of social work.

The focus and aim of social policy in Canada have in part been determined by the unique sociohistorical and cultural context of the country. This entry provides a brief overview of the leading factors that have contributed to the development of social policy in Canada. Emphasis is placed on the economic, social, and cultural context of the development of the country, along with the system of governance and the ideological framework among the general populace. Following this contextualization, four dominant periods of social policy are described. These include the residual period, the emerging institutional period, the institutional period, and the postinstitutional period. In each era the forces leading to specific social policy outcomes are described. These include aspects of the changing economic system and emerging cultural and social needs among the population. Key social policies in each era are introduced and described. Fundamental to each period of social policy development are the efforts of the voluntary sector. In conclusion, future trends in social policy and social welfare in Canada are discussed.

India’s rapid economic growth is accompanied by economic inequality, poverty, and a range of social issues, thus, raising important questions concerning the breadth and depth of social protection and promotion policies prevalent in the country. The social welfare system in India is different for the formal and informal sectors of the economy. It consists of two largely parallel systems. With respect to the formal economy or the organized sector, it operates directly through the government, state-owned enterprises, and/ or private corporations that provide reasonably strong social protection to their employees through mandatory legislations spanning aspects such as payment of gratuity, employees’ provident fund, and the employees’ state insurance fund. In contrast, the informal or the unorganized sector is covered through a fragmented system of welfare schemes and benefits provided by the central government and the respective state governments.
Along with tracing the historical evolution of India’s welfare system, this article outlines the constitutional place of welfare in the country. With respect to the informal sector of the economy, it provides an overview of some of the key promotion and protection-orientated welfare policies and schemes, including those that address poverty, unemployment, education, health and food insecurity. Further, it discusses the barriers experienced by people in accessing welfare benefits, such as corruption and bureaucratic hurdles, and challenges faced by the government in welfare provision, such as scale of operation and identification of the target population groups. Finally, it assesses the country’s welfare system in light of the Global Social Protection Floor Initiative of the ILO-UN.

The profession of social work has a long and rich history of participating in and influencing the work of the United Nations and its affiliate agencies, almost since the inception of the institution. This history includes not only the work of social work or social welfare organizations as accredited nongovernmental organizations, but also of individual social workers who were trailblazers in the field of international work. The founding conference of the United Nations in San Francisco in 1945 played a key role in establishing what has come to be a formal relationship between civil society and the United Nations. Article 71 of the United Nations Charter cemented this relationship by allowing the Economic and Social Council (ECOSOC) to make consultative arrangements with nongovernmental organizations (NGOs) (United Nations, 2003). The number of NGOs at the founding conference numbered 1,200; at present there are 3,900 NGOs that have consultative status with ECOSOC (Department of Economic and Social Affairs, 2014). Three of the leading social work organizations that have consultative status with the United Nations are: International Association of Schools of Social Work (received consultative status in 1947), International Federation of Social Workers—(received consultative status in 1959), and International Council on Social Welfare (received consultative status in 1972).
This article provides an overview and analysis of social work education and professional standards in Australia. The professional education and practice standards are set and monitored by a single, professional body, the Australian Association of Social Workers (AASW). In Australia, there is no legislation protecting the title of social worker, and there is limited government involvement in regulating educational standards and professional practice. In this article, I outline the characteristics of the educational and professional standards for social workers set by the AASW. I will explain the Australian regulatory environment for health and human service professions and discuss how this contributes to conditions in which the AASW plays a central role in the regulation of social work education and practice standards in Australia. I will outline the opportunities and challenges posed by the highly deregulated environment and the consequent central role of the AASW in standard setting and monitoring. The article concludes with a discussion of the strategies currently being pursued via the AASW to achieve government authorized regulation of social workers.

This entry discusses the development of social work in Cuba since the revolution of 1959. It describes a community-oriented social work initiative created by the government in 2000 to identify vulnerable populations and to address their needs for support services. It also discusses a social work educational initiative begun at the University Havana in 1997. Together these two initiatives transformed social work in Cuba. This entry also notes that Cuba implemented major economic reforms in 2008 and it discusses the relationship of these reforms to the closure in 2011 of the two social work initiatives noted above. How social work will develop in Cuba in the future is unclear. Information for this entry comes from research the writer has conducted on the development of social work in Cuba over the past decade and from a review of the relevant literature.
This article focuses on the long-standing global concern of children who live or work on the street, with developing countries having a larger share of the problem. It reviews the paradigm shift in the way we look at the “street children” phenomenon and the appropriateness of the new terminology, street-connected children. The article maintains that with an increased understanding of different aspects of the life experiences of these children, through research and practice, it is possible to move toward a more precise definition and estimation of the phenomenon. It also elaborates how social work interventions in different parts of the world have demonstrated effective strategies to work with street-connected children and include them in the larger agenda of child protection at the local, national, and global levels.

This entry describes how the viability of long-term human social systems is inextricably linked to human behavior, environmental resources, the health of the biosphere, and human relationships with all living species. New ways of thinking and acting in our engagement with the biosphere are explored, with attention to new ways of measuring well-being to understand the global relationships among human settlements, food security, human population growth, and especially alternative economic efforts based on prosperity rather than on growth. The challenge of social work is to engage in socioecological activities that will prevent and slow additional damage to the biosphere while at the same time helping human populations to develop the cultural adaptation and resilience required to confront increasing weather disasters; displacement resulting from rising seas; drought conditions that severely affect food supplies; the loss of biodiversity, soils, forests, fisheries, and clean air; and other challenges to human social organizations.

The term technology transfer was first used widely during the Kennedy and Johnson administrations when the role of the United States in relation to developing countries was being formed. At that time, it meant knowledge transfer from the rich countries to the poor countries. In social work, the idea is important in efforts of community organization, community development, and social development. It is also an important idea in direct practice. Technology in these practice settings means the application of a basic social science toward facilitating one or more given ends that benefit human beings. Technology transfer means the passing on of such applied knowledge from one discipline or specialty to another. The application of technology transfer also requires understanding of the cultural setting where it originates as well as of the setting where it is imported for local use.

Following the terrorist attacks of September 11, 2001, in the United States, social workers assumed a major role in providing services for people who were severely affected. A new literature was developed, relating to serving these individuals, families, organizations, and communities; responses of agencies and organizations to the needs of staff working with traumatized clients; and policy practice in response to restrictive government policies. Work with people affected by mass violence has emerged as a new field of practice within the profession.

Although state-sponsored torture violates human rights and international law, it is a widespread practice worldwide. The effects are profound and extend beyond the targeted individual. This entry will explore the debate surrounding different definitions of torture and examine who is targeted for torture and why, as well as the wide range of effects of torture on individuals, families, and communities. Factors that contribute to the resilience of torture survivors will be identified. The various roles that social workers can play with this population will be outlined and common assessment and intervention approaches utilized by social workers with torture survivors will be discussed.

Children and adolescents fleeing war, hardship, or natural disasters sometimes migrate to the United States without a parent or caregiver present. These children, classified by the U.S. Government as unaccompanied alien children (UAC), present unique needs based on previous exposure to trauma, including family separation. UAC who are not able to be reunited with family members are typically placed in the federally sponsored Unaccompanied Refugee Minor (URM) foster care program. However, a majority of unaccompanied migrant youth are not served by the URM foster care program. An overview of the defining characteristics of unaccompanied refugee minors and unaccompanied migrant youth (UMY) is given along with the history of legislation and policies related to URM and UMY, the pathways in the U.S. immigration system URM and UMY encounter upon their arrival, mental health, legal, and education implications, and challenges with family reunification. Implications for the social work field are presented.
Being undocumented does not mean being without ties to one’s host society: undocumented immigrants might work and have family and friends; they might be active in community life, etc. However, due to a lack of formal status, they are vulnerable to detention and deportation. Instead of vilifying migrants for their irregular situation, the article sees immigration controls as a source of unjust policies and practices. Immigrant detention means administrative imprisonment without the normal due process safeguards commonly demanded in liberal democracies. Its consequences are separated families and broken individuals. Social work is seen as a profession developing ethical considerations and arguments to advocate for the right to belong to an organized political community, the right to social security, and the right to personal liberties being applicable to all people, regardless of their immigration status.
Women have a lengthy history of fighting their oppression as women and the inequalities associated with this to claim their place on the world stage, in their countries, and within their families. This article focuses on women’s struggles to be recognized as having legitimate concerns about development initiatives at all levels of society and valuable contributions to make to social development. Crucial to their endeavors were: (1) upholding gender equality and insisting that women be included in all deliberations about sustainable development and (2) seeing that their daily life needs, including their human rights, be treated with respect and dignity and their right to and need for education, health, housing, and all other public goods are realized. The role of the United Nations in these endeavors is also considered. Its policies on gender and development, on poverty alleviation strategies—including the Millennium Development Goals and the Sustainable Development Goals—are discussed and critiqued. Women’s rights are human rights, but their realization remains a challenge for policymakers and practitioners everywhere. Social workers have a vital role to play in advocating for gender equality and mobilizing women to take action in support of their right to social justice. Our struggle for equality has a long and courageous history.
