Since 1991, a new policy discussion has arisen in the United States and other countries, focusing on building assets as a complement to traditional social policy based on income. In fact, asset-based policy already existed (and still exists) in the United States, with large public subsidies. But the policy is regressive, benefiting the rich far more than the poor. The goal should be a universal, progressive, and lifelong asset-based policy. One promising pathway may be Child Development Accounts beginning at birth, with greater public deposits for the poorest children. If every child had an account, then eventually this could grow into a universal public policy across the life course.

This article presents introductory information on asylum seekers, refugees, and immigrants in the United States, including distinctions among them, major regions of origin, demographic, and socioeconomic characteristics, challenges in social, economic, and cultural adaptation, and best practices for social work with these populations.
At its 2015 General Assembly, the United Nations formulated the Sustainable Development Goals (SDGs) to emergize its Member nations and social workers practicing in these countries to engage in environmentally sustainable social and economic development leaving no one behind. At the core of SDGs is the conviction that protecting planet Earth is possible by working collectively and ensuring that all human beings are able to realize their full potentials. The charges include solving a wide range of environmental, economic, and social problems including poverty, hunger, violence, and discrimination by 2030. The SDGs are inclusive of all people; they have galvanized all Member countries and their policy makers and practitioners, including social workers, to strive toward the common goals. Progress has been made from previous initiatives, but there are still challenges ahead. The first five SDGs are particularly relevant to social workers, who have an important role to play in alleviating poverty, promoting health and education, and empowering women and girls.

The paper presents a global scenario of child labor by placing the issue in a historical context as well as comparing current work in the field. It specifically explains the psychosocial, political, and economic determinants of child labor and the prevalence of different forms as well as its magnitude in the different regions of the world. It features innovative programs and actions taken against child labor by local governments, civil societies, and United Nations bodies—mainly the International Labor Organization and the United Nations Children’s Fund. The paper also highlights multilateral collaborations among the UN and other international agencies that stand against child labor in general and the employment of children in hazardous conditions. It illustrates the cooperation among local governments, civic organizations, and child-rights movements that have brought gradual changes over the decades toward ending child labor. Further, it suggests that social work, relevant professional schools, and associations working in various disciplines should be engaged in research-based advocacy and find innovative solutions to control child labor.
The United Nations has defined six grave violations that occur in war that impact children: killing or maiming of children, recruitment or use of children as soldiers, sexual violence against children, attacks against schools or hospitals, denial of humanitarian access for children, and abduction of children. These violations have a myriad of negative impacts on children, including biological, psychological, and social effects. Culturally appropriate support and care provided at the micro, mezzo, and macro levels can help alleviate these impacts and help children recover from these experiences.
This article provides an overview of the phenomenon of child soldiers in war theaters around the world. Research studies are used to illustrate the deficits approach frequently applied to young people’s involvement in armed combat. In addition to a review of the legal protections surrounding the involvement of children in armed conflict, this article broadens the discourse on child soldiers. Diversity is introduced to counter the monolithic characterization of the child soldier, including descriptions of the various forms, levels, and dimensions participation may take, affecting all spheres of life—providing a holistic, community-level view not limited to individualized intrapsychic experiences. The subject of the child soldier has been approached through scholarship from a number of disciplines and centers on reintegration practices, the use of children as a military strategy, the process of weaponizing children, children’s moral development, and the use of traditional healing practices. Core social work ethics, along with the discipline’s strengths-based approach to inquiry are employed to further counter the narrative of “brokenness” that is prevalent in these fields. The introduction of resilience factors is used to broaden awareness of the diversity of outcomes among the various cohorts studied. Childhood as a social construction is discussed, along with its Western-informed biases. Humanitarian aid and development bodies have structured educational programs and livelihood opportunities to assist former child soldiers reintegrate into post-conflict societies, and Western understandings of childhood influence the architecture of these efforts. Although protections surrounding the involvement of minors in armed conflict have grown, the use of child soldiers remains. The article uses the Convention of the Rights of the Child along with the African Charter on Children in Armed Conflict to help unpack the disparate meanings of what it means to be a child within various sociocultural contexts.

Disasters are a form of collective stress posing an unavoidable threat to people around the world. Disaster losses result from interactions among the natural, social, and built environments, which are becoming increasingly complex. The risk of disaster and people's susceptibility to damage or harm from disasters is represented with the concept of vulnerability. Data from the Indian Ocean tsunami, Hurricane Katrina, and genocide in Darfur, Sudan, show poor people suffer disproportionately from disasters. Disaster social work intervenes in the social and built environments to reduce vulnerability and prevent or reduce long-term social, health, and mental health problems from disasters.

The concept of environmental justice gained currency in the public arena during the latter part of the 20th century. It embodies social work's person-in-environment perspective and dedication to people who are vulnerable, oppressed, and poor. The pursuit of environmental justice engages citizens in local to international struggles for economic resources, health, and well-being, and in struggles for political voice and the realization of civil and human rights.

Genocides have persisted around the world for centuries, yet the debate persists about what intentions and subsequent actions constitute an actual genocide. As a result, some crimes against humanity, targeted rape campaigns, and widespread displacement of marginalized groups of people around the globe have not been formally recognized as a genocide by world powers while others have. The 1948 Convention on the Prevention and Punishment of the Crime of Genocide set out to provide clarity about what constituted a genocide and the corresponding expected behaviors of nations that bear witness to it. Still, even with this United Nations document in place, there remains some debate about genocides. The United States, a superpower on the world stage, did not sign on to the Convention on the Prevention and Punishment of the Crime of Genocide until 1988 due to a belief that its participation was not necessary as a civilized world leader that had its own checks and balances. More genocides have taken place since the enactment of this 1948 legislation. Genocides that have taken place pre- and post-1948 affirm the need for nations around the world to agree to a set of behaviors that protect targeted groups of people from mass destruction and prescribe punishment for those who perpetrate such atrocities. Although it may seem that identifying genocidal behaviors toward a group of people would be clear and convincing based on witnesses and/or deaths of targeted members, history has shown this not to be the case time and time again. Perpetrators tend to deny such behaviors or claim innocence in the name of self-defense. Regardless of any acknowledgment of wrongdoing, genocides are the world’s greatest crime against humanity.

The Global Agenda for Social Work and Social Development (“the Agenda”) has been developed and promoted jointly by the International Association of Schools of Social Work (IASSW), the International Council on Social Welfare (ICSW), and the International Federation of Social Workers (IFSW). It is a global platform that advocates for a “socially just world” based on social work and social work–development understandings and principles. The impact of the Agenda upon the international social work community is described, and the implications for daily social work practice are examined.

This article presents an integrated perspective and framework for global practice towards achieving the Global Agenda. First, it presents the origin and current understanding of the Global Agenda for social work. Second, it illustrates the utility of the term “global practice” as a progressive, comprehensive, and future-oriented term that encompasses social work and social, economic, and sustainable development at multiple levels: local, national, regional, international, multinational, and global. Third, it discusses ways of moving forward on the Global Agenda at multiple levels through an integrated perspectives framework consisting of global, ecological, human rights, and social development perspectives to guide practice. Finally, it concludes that global practice and the Global Agenda need to be translated into local level social work and development practice and local level agendas, making a case for social work and sustainable social development leadership and practice at grassroots and national levels.

Human need and related concepts such as basic needs have long been part of the implicit conceptual foundation for social work theory, practice, and research. However, while the published literature in social work has long stressed social justice, and has incorporated discussion of human rights, human need has long been both a neglected and contested concept. In recent years, the explicit use of human needs theory has begun to have a significant influence on the literature in social work.

At the heart of social work, human rights are a set of interdependent guiding principles having implications for meta-macro (global), macro (whole population), mezzo (at risk), micro (clinical), meta-micro (everyday life), and research interventions to eradicate social malaises and promote well-being. They can be best understood vis-à-vis the UN Human Rights Triptych. This consists of the Universal Declaration of Human Rights, increasingly referred to as customary international law on the center panel; the guiding principles, declarations, and conventions following it, on the right panel—like the conventions on the Rights of the Child (CRC), Elimination of Racial Discrimination (CERD), and Elimination of Discrimination Against Women (CEDAW); and implementation mechanisms, on the left panel—like the filing of country reports on compliance to conventions, the Universal Periodic Review, thematic and country reports by special rapporteurs, and world conferences. Briefly, this powerful idea, which emerged from the ashes of World War II, emphasizes five crucial notions: human dignity; non-discrimination; civil and political rights; economic, social, and cultural rights; and solidarity rights. Whereas this article emphasizes issues pertaining to the United States, it touches upon other countries as appropriate, calling for a global vision in the hopes that every person, everywhere, will have their human rights realized. Only chosen values endure. The challenge, through open discussion and debate, is the creation of a human rights culture, which is a lived awareness of these principles in one's mind, heart, and body, integrated dragged into our everyday lives. Doing so will require vision, courage, hope, humility, and everlasting love, as the indigenous spiritual leader Crazy Horse reminds us.

The social work profession has evolved extensively since its inception in 1898. The profession began with a focus on helping others and recognizing social injustices as its core charges. The profession is now being called to view human rights as its professional responsibility, too. As driving forces behind this new charge, the Council on Social Work Education (CSWE) and the National Association of Social Workers (NASW) are taking concrete steps to ensure that the human rights perspective is being integrated into social work education and practice.

Human trafficking (HT), also known as modern-day slavery, has received significant emphasis during the last decade. Globalization and transnational migration trends continue to amplify economic disparities and increase the vulnerability of oppressed populations to HT. The three major types of HT are labor trafficking, sex trafficking, and war slavery. Victims of HT are exploited for their labor or services and are typically forced to work in inhumane conditions. The majority of these victims are from marginalized populations throughout the world. Although both men and women are victims of HT, women and children are heavily targeted. Interdisciplinary and multi-level approaches are necessary to effectively combat HT. Combating HT is particularly relevant to the profession of social work with its mission of social justice. To address the needs of the most vulnerable of society, implications for social workers are discussed.

Human trafficking has become a major national and international problem, and while research suggests that trafficking in human beings for the purpose of cheap labor is higher than trafficking for the purposes of sexual exploitation, much less is understood about labor trafficking. This entry summarizes the current knowledge about labor trafficking including important definitions, describes ways in which people are exploited for labor, outlines related policies and laws, summarizes needs of survivors, and offers ways in which social workers are and can be involved in responding to this crime.
The definition of human trafficking generally includes the commercial exploitation of persons for labor or sex. Although the International Labour Organization estimated in 2012 that exploitation through forced labor trafficking is up to three times more prevalent than forced sexual exploitation, sex trafficking seems to receive greater media and public attention. This article provides a historical context for sex trafficking, some discussion about the political evolution of sex trafficking legislation, current knowledge, and practice.

Individuals and families from around the globe form a continuous stream of immigrants to the United States, with waiting lists for entry stretching to several years. Reasons for this ongoing influx are readily apparent, because the United States is one of the most attractive nations in the world, regardless of its problems. There is much in the United States that native-born Americans take for granted and that is not available in most other countries, and there are several amenities, opportunities, possibilities, lifestyles, and freedoms in the United States (U.S.) that are not found together in any other nation. In theory, and often in reality, the U.S. is a land of freedom, of equality, of opportunity, of a superior quality of life, of easy access to education, and of relatively few human rights violations. This entry will focus on immigration policy through legislative history and its impact, demographic trends, the economic impact, the immigrant workforce, educational and social service systems, ethical issues, and roles for social workers.

Indigenous people across the globe are struggling for the cultural survival of their families and communities. This article provides an overview of indigenous people across the world and some of the many challenges they face to keep their cultures alive and strong. Indigenous peoples live throughout the world and share many common characteristics, which are described in detail in the article. Historical and contemporary challenges affecting cultural survival are provided, including accounts of the history of colonization and some of its lasting impacts on indigenous people and their cultures. Bolivia is highlighted as a country that has embraced the “living well” concept. The article closes by encouraging people to learn about and become allies with indigenous people because, ultimately, we are all impacted by the same threats.
