Black Lives Matter (BLM), which led to the Black Lives Matter movement (BLMM), has been described as a movement with a global following. The movement is aligned with the social work profession’s purpose and values. The social work profession is a human rights profession and has a history of involvement with movements, beginning with the settlement house movement in the late 19th century. The BLMM frames its narrative based on human rights and espouses an agenda that calls out injustice in all facets of social justice. Therefore, a central aim is to understand the BLMM from multiple perspectives. Definitions, theoretical perspectives, and types of social movements are presented, and then the framework of social movements is used to understand the BLMM. Finally, the BLMM is examined in relation to historical social movements, advocacy organizations, and criminal justice reform.

Conflict theory encompasses several theories that share underlying assumptions about interlocking systems of oppression and how they are maintained. The relevance of Marx’s theory of class conflict, C. Wright Mills’s power elite, and pluralist interest group theory are all important to understand and address social and economic gaps and informing policy for macro practice.
Conflict theory can provide an understanding of health disparities, racial differences in mortality rates, class relationships associated with negative outcomes, poverty, discrimination in criminal justice, as well as numerous factors that are broadly associated with inequality embedded in social structures. Social workers play a significant role in addressing disparities in research, curricula, primary and secondary intervention, and public policy, and conflict theory can provide the framework necessary to enrich this understanding.

The American criminal justice system is comprised of four main components: law enforcement, the judiciary, corrections, and legislature. These components work together to investigate crimes, arrest individuals, weigh evidence of guilt, monitor individuals who are found guilty, and make laws. Though the criminal justice system is meant to administer justice in an equitable manner, a number of controversial policies and practices exist within the criminal justice system. These practices are typically rooted in historical biases that continue to create disparities today. Social work has a long history of reforming the criminal justice system. However, modern disparities illustrate that there is still work to be done. The skills of macro social workers are foundational to present-day advocacy efforts and emerging criminal justice practice, highlighting the enduring significance of macro social work practice in criminal justice reform.

Contemporary community engagement pedagogies require critical frameworks that facilitate diverse groups working collaboratively toward socially just outcomes. Critical frameworks acknowledge different ways of knowing and experiencing the world, as well as many means to achieve the desired outcomes. Indigenous values focused on relationship, respect, reciprocity, responsiveness, relevance, and responsibility inform key community engagement principles that are often applicable across many groups. Instructors who center Indigenous and other perspectives of groups that experience marginalization and oppression in social work curriculum are able to create community-engaged and socially just outcomes via institutional change and knowledge production efforts. Contemporary community engagement work embedded in social work values requires frameworks that are strengths based, center historically underrepresented groups working toward social justice on their own terms, and include an analysis of power, positionality, systemic causes of disparities, needed institutional changes, and critiques inclusion assumptions.

Critical Race Theory and Macro Social Work Practice

American racism has produced systems of oppression that continue to impact Black, Indigenous, and people of color (BIPOC) in the United States. Critical race theory (CRT) asserts that racism is a longstanding, pervasive, and permanent component of social structure. Perceptions of and concepts relating to race are used to manipulate societal conditions to add value to and benefit the dominant, white population. CRT can be used as a lens to (a) understand current social and economic conditions, (b) analyze policies including municipal, state, and federal laws, regulations, and court decisions, and (c) develop and implement policies and programs that increase racial justice. For social work administrators, CRT provides a framework for identifying and assessing implicit and explicit racism in internal and external organizational policies, structures, and practices. In community work, CRT places race and racism at the center of localized patterns of disempowerment and inequality.

Empowerment Practices

Empowerment practices are rooted in empowerment theory and fundamentally focus on power as a source of equity and inequity. Based on transformation ideology, empowerment is a counter to perceived and objective powerlessness. Amelioration of client problems contain both personal and structural dimensions and are accomplished through multilevel interventions. In this approach to practice, the professional is not the central power figure who assesses, designs, implements, and intervenes on behalf of the client. Rather, historically marginalized people, families, and communities are considered experts in their experience of problems. Empowerment practices are rooted in an understanding of power (personal, social, and structural), consciousness transformation, interactive systems, importance of relationships, and the long history of societal dehumanization of marginalized communities. In this model, social work research is characterized as a form of practice that is influenced by larger social inequities and can be used to reproduce inequity or create partnerships for change with marginalized communities.

This article presents an integrated perspective and framework for global practice toward achieving the Global Agenda developed by international social work organizations. First, it presents “global practice” as a progressive, comprehensive, and future-oriented term that encompasses social work and social, economic, and sustainable development at multiple levels: local, national, regional, international, multinational, and global. Second, it discusses the origin and 21st-century understanding of the Global Agenda for social work. Third, it deliberates on ways of moving forward on the Global Agenda at multiple levels through an integrated perspectives framework consisting of global, ecological, human rights, and social development perspectives to guide practice. Finally, it concludes that global practice and the Global Agenda need to be translated into local-level social work and development practice and local-level agendas, making a case for social work and sustainable social development leadership and practice at grassroots and national levels.

Historical and Intergenerational Trauma

Historical trauma originated with the social construction of subordinate group statuses through migration, annexation of land, and colonialism. The consequences of creating subordinate group statuses include genocide, segregation, and assimilation. Settler colonialism takes land with militaristic control, labels local inhabitants as deviant and inferior, then violently confines and oppresses the original occupants of the land. Confinement includes relocation, restriction of movement, settlement of lands required for sustenance, as well as confinement in orphanages, boarding schools, and prisons. Historical trauma includes suppression of language, culture, and religion with the threat of emotional, physical, and sexual abuse. Original inhabitant abuse often results in issues with health, mental health, substance abuse, and generational emotional, physical, and sexual abuse. Culturally safe (engagement that respects identity) and trauma-informed social work practices acknowledge the systemic causes of disparities in groups experiencing marginalization and oppression and focus on healing and addressing systemic causes of disparities.

Immigration Policies in the United States

Immigrants from around the globe form a continuous stream to the United States, with waiting lists for entry stretching to several years. Reasons for ongoing arrivals are readily apparent; the United States continues to be one of the most attractive nations in the world, regardless of old and new problems. There is much in the United States that native-born Americans take for granted and that is not available in most other countries, and there are several amenities, opportunities, possibilities, lifestyles, and freedoms in the United States that do not appear to be found together in any other nation. In theory, and often in reality, the United States is a land of freedom, of equality, of opportunity, of a superior quality of life, of easy access to education, and of relatively few human rights violations. This entry will focus on policy most relevant to migrants as is evidenced through legislative history and its impact on demographic trends, the economy, the workforce, educational and social service systems, ethical issues, and roles for social workers. “Immigration policy” should be distinguished from “immigrant policy.” The former is a screening tool determining eligibility entry into a country; the latter, on the other hand, provides insight into national policies specifically designed to enable integration (or segregation) of immigrants once they have entered its borders.

Privilege

Sitting in a place of having an unearned benefit because of a particular social identity or social group membership is defined by the term privilege. Privilege is described as advantages across multiple dimensions of identity, race, class, gender, sexual orientation, sexual identity, age, ability status and more. For example, white privilege is the types of access white people have in society because of the color of their skin. This includes access to better schools, higher pay, good housing, and more. Privilege offers protection, advantage, access to resources, and limited surveillance. Privilege implies the freedom to be allowed to navigate easily through daily activities and life milestones, and to benefit from long-term advantages and gains. Social groups that have privilege reap specific benefits, which ultimately means another social group doesn’t have the same advantages and are thus disadvantaged, often severely. The social work profession demands social justice is sought, and in this effort, it is important to recognize that, where privileges are granted to people because of an observed social identity, this is harmful and creates systems and structures of oppression. Understanding how privilege operates to oppress and subjugate people increases the ability to see these injustices and inspires people to seek equity and liberation.

Queer Communities, LGBTQIA2S+ Populations, and Macro Practice

Related to understanding queer identities, an ongoing need exists for the expansion of competency among social workers across micro and macro practice frameworks. Practitioners must be aware of their own positionality and use of cultural humility associated with practice and advocacy for lesbian, gay, bisexual, transgender, queer, intersex, asexual, and two-spirit+ (LGBTQIA2S+) communities, which include those identifying as demisexual, omnisexual, and pansexual, among others. Relatedly, social workers must be attentive to evolving terminology and contexts through which the term queer has been defined over the years, as well as relevant challenges with connectedness to (or separation from) the larger LGBTQIA2S+ community. Age cohort associations and the role of intersectionality also have relevance and underscore the multidimensional discourse necessary to develop effective competency and the ability to engage in affirming macro practice with queer communities. Social work practitioners must understand the implications for best practices associated with establishing and maintaining an affirming alliance with queer clients via policy practice efforts, advocacy efforts, community organizing, service provision, or therapeutic context. In addition, there remains a continued need for ongoing research associated with understanding the unique needs of queer identities and the queer community at large.

Suicide and Public Policy

The historical context of suicidal behavior and public policies addressing suicide arose simultaneously within the United States, and both reflect a culture of discrimination and economic disenfranchisement. Systems of oppression including anti-Black racism, restrictive immigration policy, displacement of American Indigenous communities, religious moralism, and the capitalist economic structure perpetuate high-risk categories of suicidality. Suicidal behavior, protective factors, and risk factors, including firearms, are examined in the context of twentieth and early twenty first century public policy. Recommendations for public policy will be discussed with consideration for policies that impact communities disproportionately and social work ethics, such as right to die laws and inconsistent standards of care.

Urban Planning and Social Work

Urban neighborhood disinvestment in the United States resulted in deferred maintenance of buildings and common social problems experienced by residents. Strategies to redevelop neighborhoods include collaboration among many subsystems seeking to collectively invest in places and people. Contemporary federal initiatives focus on incentivizing coordinated investments between existing local community-based organizations, local and federal government, and private investors. Public–private partnerships include anchor institutions with commitments to the long-term success of place-based initiatives who invest their financial, intellectual, social, and political capital. Social workers are embedded in local community-based organizations and relationships with residents in neighborhoods experiencing redevelopment. Social workers can help guide top-down and bottom-up approaches to neighborhood revitalization toward more equitable and inclusive processes and outcomes. Resident engagement in redeveloping neighborhoods takes many forms and requires differing skill sets for social workers. Urban redevelopment is a global trend with common critiques regarding relying on gentrification and market-driven strategies with private investors.

This article presents an overview of veteran services, including the definition of a veteran as it relates to eligibility for services and a range of veteran services are described. Background information includes a brief history of social workers in the military and in veteran services. Social workers practice in many macrolevel areas where social justice issues in veteran services are addressed, such as administration and management, community practice, and policy. Social workers who understand the challenges and trends in veteran services are better positioned to make an impact. Future implications for macro social work practice include integrating curriculum into schools of social work, building transition programs, collaborating in community health, normalizing mental health treatment, and working on policy enactment along with many other areas where social workers can make an impact on the well-being of veteran communities.
