The Association of Social Work Boards (ASWB) is a not-for-profit 501(c)3 organization dedicated to the regulation of social work practice. The Association was created to protect clients and client systems from harm caused by incompetent, unethical, or unlicensed social work practice. The primary and most important responsibility of ASWB is to develop and maintain a national exam that is valid, reliable, and legally defensible. The Association contracts with a test vendor to administer the exam in an identical, secure environment to social work candidates for licensure in the United States, Canada, the U.S. Virgin Island, Guam, the Northern Mariana Islands, and the District of Columbia. Accomplishing the task of providing a reliable and valid exam involves a complex process of recruiting and training. The volunteers and staff are competent to complete the arduous task of constructing and reviewing different forms of the exam for each level of licensure. The test vendor and a consulting psychometrician provide supervision and analysis of test data to confirm the test performs at or above industry standards for a high stakes exam, which determines entry to practice based on a passing score.
ASWB staff members also engage in several activities that support state and provincial boards to advance regulation and safe practice. The purpose, mission, and history of ASWB will be presented in detail, along with focused attention on the exam and additional services provided to the regulatory community. Future issues will identify the Board of Director’s 2019 Strategic plan. Opportunities, challenges, and threats to professional regulation include attention to international social work practice regulation, license mobility, and deregulation.

Authoritative Settings and Involuntary Clients

Social workers are increasingly working in authoritative settings—that is, settings where they have the power to mandate conformity by the client to the normative and often legal requirements of the organization. Such settings may be residential, such as jails, prisons, and rehabilitation facilities, or community-based organizations that are part of the criminal justice system, the mental health system, the health system, and the child welfare system. The exercise of power derived from the authority vested in the setting’s objectives may and often does alter the total life situation of an individual, such as when a client is compelled to move to supervised care without the client’s consent. Under an outpatient civil commitment order or mental health court supervision, the patient may be told where to live and with whom to associate as well as be required to participate in interactive treatment and to take medication. In authoritative settings, social workers are working with “involuntary” clients—clients who understand, whether or not it is explicitly stated, that the social worker possesses the power to effect unwanted change in their life circumstance. Since the early 1990s, the field has been developing new ideas and skills that are equally useful in working with voluntary and involuntary clients. In the process, social worker authority is now viewed less as a way to gain client compliance and, instead, is understood more as an opportunity to build partnerships with clients that lead to changes that are enduring and more meaningful to clients.

Common bioethical concepts, exemplary moral values, fundamental ethical principles, general ethical theories, and approaches to moral reasoning are reviewed. The scope of topics and issues, the nature of practice situations in bioethics, and social work roles on organizational bodies that monitor and respond to bioethical issues are summarized, as are trends in bioethics. Practice contexts, from beginning to end of life, are highlighted with biopsychosocial facts, ethical questions and issues, and implications for social work—a profession uniquely positioned in giving bioethics a social context.

Meditation, Mindfulness, and Social Work

Research has shown that social workers and other helping professionals can make use of the contemplative practices from religion and spiritual disciplines. These practices can be utilized as tools that help social workers become more intentional and effective change agents as helpers in their work with individuals, families, children, and communities. This entry discusses the evolution and emergence of the practices of meditation and mindfulness within the helping context, starting with the historic roots in different religions to its usage in the early 21st century with children and families. Additionally, it addresses the limitations and benefits of meditation and mindfulness as practice tools.

Moral Injury in the Military

Moral injury has become a common term used to describe the complex symptoms experienced when there is a violation of one’s moral code. While the term is new, the concept of moral injury has been prevalent in human society since ancient times and conceivably since the beginning of humankind. It can be traced back to the Greco-Roman era when warriors shared intimate stories of their moral challenges on the battlefield. Moral injury has been extensively researched within the military population to describe the soul wound some service members carry because of war. It should not be confused with posttraumatic stress disorder (PTSD), the well-known mental health condition associated with veterans, however they can comorbidly exist with overlapping symptoms which therefore often makes it difficult to distinguish. What makes moral injury different from PTSD is that in many occurrences, it is the individual who commits a moral offense (versus mortal danger to self or others), and consequently must deal with aftermath of failing to be the moral (good) person they believed they were. Moral injury is important to understand conceptually and recognize clinically as it has been found to be closely associated with increased risk of suicide in service members and veterans.

Practice in nearly every setting is affected by stakeholder expectations that agencies monitor and improve quality. This entry addresses the meaning of the phrase “quality of care” with respect to social work services, considers this topic in relation to quality improvement, quality assurance, and evaluation of services, and points to the research that is needed in order to assess and improve quality.

Rural Practice in Macro Settings

Rural social work, the history of which stretches back more than a century, has been revitalized since the mid-1970s. The renewed interest in rural social work has led to an increase in scholarship on rural social work practice, much of which is a direct result of the efforts of the Rural Social Work Caucus and its annual National Institute on Social Work and Human Services in Rural Areas, as well as social work influence in rural organizations in allied professions. Recent research endeavors have moved our understanding of the differences between rural and urban communities beyond the common definitions, which are limited to population and population density. We have also come to realize that there are many different types of rural communities, all of which have different characteristics, needs, and so forth. Rural practitioners and researchers have also reached a better understanding of the following: rural culture and lifestyles, the importance of approaching rural communities from a strengths perspective rather than a deficit or problem focus, and the challenges to rural practice presented by the characteristics that are common across rural communities (e.g., lack of anonymity, dual relationships). Rural areas have also been sharply and uniquely impacted by the COVID-19 pandemic.
Not surprisingly, the increase in research on rural social work practice has been accompanied by an interest in preparing social workers for rural practice and growth in the number of graduate programs focused on such. The importance of these programs lies in the unique nature of the challenges faced by rural communities. For example, many rural communities are experiencing sharp population declines while at the same time seeing substantial increases in adults who are 65 years of age and older. Other common trends include economic decline and subsequent increase in social issues; substantial issues with substance abuse, especially methamphetamine and opioids; lack of technology infrastructure; concerns related to the environment and/or conversation of natural resources; and lack of services for veterans. The key to successfully addressing these issues in rural communities is involvement from social workers who are prepared to practice in the rural context.

Sex Trafficking Policy

Human trafficking, to include labor and sex trafficking, was recognized by the United Nations in 2000 through the Convention Against Transnational Organized Crime, supplemented by the Protocol to Prevent, Suppress, and Punish Trafficking in Persons Especially Women and Children (Palermo Protocol). Nation states that ratified the protocol signaled their intent to be legally bound by it and consequently to develop policies to implement within their respective countries. The definition of human trafficking generally includes the commercial exploitation of persons for labor or sex. The International Labour Organization estimated in 2016 that of the 24.9 million people trapped in forced labor, 4.8 million are being sexually exploited. This article provides a historical context for sex trafficking, some discussion about the political evolution of sex trafficking legislation, current knowledge, and practice.

Social Media

Social media are defined as applications and websites that allows users to share content, usually of their own making. More than just a teenage pastime, social media users include individuals and organizations, across a broad range of social positionalities. Key social work organizations, such as the NASW and AWSB, have begun noting the proliferation of social media usage in education and practice and have begun developing guidelines to govern their use. The American Academy of Social Work and Social Welfare (AASWSW), in their Grand Challenges of Social Work initiative, has also highlighted social media as an important area of growth for research and education. Despite the field’s nascent enthusiasm, practical and ethical concerns persist.

Social Work and Coercion

Social work is perhaps most distinctive for its clear and outspoken commitment toward improving the well-being of society’s vulnerable and disadvantaged groups, while still emphasizing the importance of respecting and defending personal rights and freedoms. Though there is a fundamental necessity for coercion, or its threat, for eliciting civil social behavior in a well-functioning society, it is professionally and ethically imperative that social workers make explicit our rationales for, justifications of, and the evidence used to support or reject coercive practices in our work. Social work’s engagement with coercion inevitably entails the ethical and social policy arguments for and against its use, as shown in a review of the empirical evidence regarding its impact on the professions’ clients, exemplified by three domains: (1) child welfare, (2) mental health, and (3) addictions. Recommendations for future improvements involve balancing the potential for harm against the benefits of coercive actions.

It also examines supervision models and current challenges including the adoption of evidenced-based practices, a movement away from process supervision, supervision of social workers by other professionals, advances in technology, inter and intra-cultural issues, and changes in the NASW Code of Ethics.
