Critical race theory (CRT) is a framework that unapologetically asserts how and why race matters in the maintenance of U.S. policies and practices. In doing so, CRT counters discourse that situates discrimination and disparities within the realm of individual behaviors or psychological deficits. Therefore, racism is seen for what it is—a willful, institutionalized, and dehumanizing way of being. Though racism prevailed as the quintessential problem of the 20th century, the 21st century has revealed that the color line remains remarkably undisturbed. Whether one is focusing on housing, education, employment, wealth, health, safety, or justice, racial disparities and inequities exist to the disadvantage of racially minoritized people. Born out of discontent for legal remedies for inequality, CRT speaks to the universal way that racism immobilizes minoritized people—thereby providing an almost unwavering advantage to white people. This review provides an overview of the tenets of CRT and how those tenets connect with social work values and practice.

The ideological and historical foundations of Whiteness in the United States are summarized, and an overview is provided of the legal supports that codified White supremacist ideas into structural racism. Despite years of education reform, the United States continues to have disparities in academic outcomes among racial and ethnic groups in primary, secondary, and post-secondary education. High school graduation rates have increased for racial and ethnic minorities, but gross disparities in high school graduation and college attendance still exist. In this article, the authors first examine the literature on racial and ethnic group disparities in education within public K–12 education, followed by a brief review of recent research literature on racial and ethnic disparities within higher education. In each section, there is some examination of race, ethnicity, and critical factors that lead to disparities within the education system. Information on socioeconomic status, school readiness, special education, school discipline, culture, and teacher bias are discussed. The authors conclude that while family income and socioeconomic status help to explain disparities in education outcomes among racial and ethnic groups, cultural factors are a salient part of the conversation.

Larry E. Davis was a pioneering scholar and educator in social work and psychology who dedicated his professional life to understanding the social dynamics of race and their impact on the lives of racial and ethnic minorities. An ardent author and teacher, Dr. Davis published extensively on social work practice with multiracial groups and approaches to support African American families, and consistently strived to educate the field on the complexities of culturally competent social work practice. In 2002, he started the University of Pittsburgh Center on Race and Social Problems, the first center of its kind in any school of social work, which became internationally recognized as a leading social science research center and a beacon for scholarship on race. Due to his considerable accomplishments, Dr. Davis was the first to be recognized with lifetime achievement awards in both social work education and research by the Council on Social Work Education and Society for Social Work and Research.

Racism is pervasive, endemic, and historically rooted in systematic assumptions inherent in superiority based on race and requires the critical attention of all social workers. The National Association of Social Workers (NASW) has made strides in tackling racism as demonstrated by the social worker and civil rights activist Whitney Young Jr. (1921–1971), other pioneers, and more recently, the NASW zero-tolerance racism policy. Undergirded in empirical discussion, this article leads with the etymology of race(ism), followed by a discussion of Racial Formation Theory and Critical Race Theory. The article gives a historical sketch of racism, followed by examples of its contemporary indicators—throughout social institutions—in the United States. Racism is pervasive and impinges on micro-level and macro-level systems. It is, therefore, beyond the scope of this article to address how racism impacts each group in America. Social work scholars and other experts have provided extensive empirical documentation about the historical trauma and sufferings of other racial groups (e.g., Native Americans/Native peoples/American Indians, Mexican Americans) discussed elsewhere. Specifically, the racism endured by blacks in America is the emphasis of this article. Themes of “colorism” and historical trauma are provided to contextualize advances in national reform and encourage a broader conversation about the racism that blacks experience globally. In addition, this article highlights strides by the social work profession to eradicate racism. Implications for social work are discussed.

Child welfare services in the United States evolved from voluntary “child saving” efforts in the 19th century into a system of largely government-funded interventions aimed at identifying and protecting children from maltreatment, preserving the integrity of families that come to the attention of child welfare authorities, and finding permanent homes for children who cannot safely remain with their families. Since the 1970s, the federal government has played an increasing role in funding and creating the policy framework for child welfare practice. Today, communities of color receive a disproportionate amount of attention from child welfare services, yet often have access to fewer resources.

Since their arrival 400 years ago, African Americans have endured 246 years of chattel slavery and 100 years of apartheid followed by decades of systematic racial discrimination and injustice. Nevertheless, Africans and their descendants have contributed significantly to the building of the United States and have greatly influenced every sector of society. To document this tenuous position, we summarize key demographic, economic, and social trends as well as the potential role of macro social work to improve outcomes. Present-day racism in the United States is persistent and frequently underestimated, so combatting anti-Blackness and White supremacy at structural and societal levels is essential.

This article proposes social equity as a paradigm to guide social work practice and education. “Cultural equity” encompasses the multiplicity of personal, social, and institutional locations that frame identities in therapeutic practice as well as the classroom by locating these complexities within a societal matrix that shapes relationships of power, privilege, and oppression. Foregoing cultural competency for a cultural equity framework requires both analysis and interruption of the “otherizing” process inherited through multicultural discourses and the legacies of colonization. Through the use of education for critical consciousness, accountability through transparency, community-learning circles, progressive coalition-building, and usage of action strategies, transformative potential is revealed across multiple sites, both local as well as global. Multiple illustrations for the coherent application of cultural equity in social work practice and education are offered.

Despite many debates about the meaning and implications of multiculturalism, it remains an important concept within social work and other professional and academic disciplines. Social work and criminal justice have a shared history in the United States dating back to the 19th century when their combined focus was rehabilitation. But with an increase in crime, this focus shifted to punishment and incapacitation, and a schism resulted between social work and criminal justice. Given current mass incarceration and disparities in criminal justice, social work has returned in force to this important practice. The latest Bureau of Justice Statistics research reports that 1% of all adult males living in the United States were serving a prison sentence of a year or longer (Carson & Anderson, 2016) and rates of diversion, arrest, sentencing (including the death penalty), incarceration, etc., vary considerably by race/ethnicity (Nellis, 2016). This entry explores race and ethnicity, current population demographics, and criminal justice statistics/data analysis, plus theories and social work-specific strategies to address racial and ethnic disparities in the criminal justice system.

Research indicates that practitioners’ cultural biases are a barrier to effective cross-cultural assessment; thus, social work practitioners must demonstrate the ability to appraise a client’s cultural context in assessing and treating mental health concerns. The Cultural Formulation Interview (CFI) in the Diagnostic and Statistical Manual of Mental Disorders (DSM-5) provides practitioners with a standardized cultural assessment method for use in mental health practice. This article provides a comprehensive overview of the CFI with a focus on its four domains: (a) cultural definition of the problem; (b) cultural perception of cause, context, and support; (c) cultural factors affecting self-coping and past help-seeking; and (d) cultural factors affecting current help-seeking. Conceptualizations of mental health and mental illness vary across cultural subgroups, and the nation’s changing demographics underscore the need to give particular attention to how the CFI can be useful for improving cross-cultural assessment with historically excluded or marginalized racial and ethnic groups. The CFI is an important step towards culturally grounded assessments; however, it has several conceptualization and implementation limitations, including its narrow focus on individual-level cultural explanations of distress while the effects of social inequities remain masked. The article concludes with additional considerations for cross-cultural assessment and implications for social work education and practice.

Reversing extreme economic inequality is one of the grand challenges for social work, identified as one of the most critical issues in the field. Two key types of economic inequality, income and wealth inequality are described. Although, wealth and income inequality are often discussed synonymously they have differing levels of inequality and impact clients’ lives differently. Perhaps more importantly, as this article describes, solving income and wealth inequality require differing solutions. The article further explores the specific income and wealth inequality experienced by women and people of color, due in part to discrimination. Lastly, the efforts of social workers to address economic inequality through research, practice, and advocacy are described.

This entry presents an overview of disparities and inequalities. Disparity is defined as measurable differences between individuals, groups, races, regions, states, or nations. The frequency and severity of disparities distinguish groups by multiple identifiable characteristics. In the United States, minority populations have historically ranked higher in prevalence and incidence than others on most disparity indices. In many nations, at-risk groups are distinguished by historically high rates of disparities. Although the level of adverse conditions has declined in the United States and abroad, troublesome disparities exist in nations torn by war, disagreements, disputes, tribal differences, and dictatorial leaders. The major disparity indices include excess mortality rates from infectious diseases like COVID-19, poor health, poverty, unemployment, limited access to fresh and affordable food, absence of health care, absence of potable water, violence, and substandard housing. It is assumed that populations do not voluntarily choose these disparate conditions or cause them through personal deficits. The historical persistence of disparities and inequalities over decades is indicative of systemic or structural causation. This entry contributes to the historical, theoretical, and evidentiary base of macro social work practices that focus on changes in policies, leadership, planning, resource distribution, agency processes and functions, network development, organizations, lobbying, and communities.

Black people number about 46.8 million or 14% of the U.S. population. Throughout U.S. history, regardless of social class, Black people have had to remain cognizant of their race. The COVID-19 pandemic and police shootings of unarmed Black people have revealed that American racism toward Blacks is as virulent today as it has always been. Because of purposeful structural inequality, Black people in America suffer disproportionately in every sector of human activity. They are still facing social issues such as racism, substance abuse, mass incarceration, poverty, police brutality and police murder, infant mortality that is twice as high as among whites, residential segregation, racial profiling, and discrimination. And yet the strengths of the Black community have allowed it to thrive amid these arduous circumstances.
